The Prince George’s County Office of Finance is currently seeking qualified applicants to fill a Grants Accountant (Accountant I/II), grade G18/G21, in the Accounting Division.
About the Position
This is an dually allocated entry-level professional accounting position, whereby the incumbent compiles and maintains records of routine accounting transactions, assists in the preparation and/or maintenance of accounting reporting systems, performs resolution of problems associated with incorrect entries and deviations from established procedures, monitors inconsistencies with Generally Accepted Accounting Principles (GAAP), and assists in the analysis and interpretation of accounting records and reports. The incumbent is responsible for performing accounting, financial reporting, and reconciliation of assigned program accounts and financial reports. Work is performed under the general direction and guidance of an Accountant IV in accordance with Departmental rules and regulations. Please note - that the salary range represents the earning potential for this position, which is based on relevant education and experience.

The Office of Finance is dedicated to maximizing available resources and delivering creative and innovative financial services to a wide range of internal and external customers of the County.
The Office of Finance:
Controls all cash and investments to assure maximum safety, liquidity and yield.
Collects all revenues and receipts due to the County, including property taxes.
Conducts tax sales to collect delinquent property taxes.
Processes and/or monitors payments to vendors, employees, or other payees for goods, services, and other liabilities.
Processes biweekly payroll for 6,000 employees and monthly payroll for 2,000 retirees.
Certifies availability of funds for payment of liabilities and obligations.
Maintains system of accounts and records for all financial transactions.
Reports results of financial operations using established reporting standards and methods.
Facilitates annual financial audit process.
Supports the legislative process - including composing and reviewing draft resolutions and bills, esp., those involving complex financial issues.
Reviews monthly accounting system reports and researches unusual or questionable transactions.
Performs analytic reviews of accounts to identify non-routine variances in fund activities.
Researches situations, identifies and evaluates alternatives, and recommends appropriate action.
Reviews financial transactions and expenditures to ensure compliance with appropriation authority, adequacy of accounting information, and allowability of each -transaction within the parameters established by policies, laws, and other guidelines governing program functions.
Prepares adjusting and reclassification journal entries, including chargebacks, to ensure the accurate reporting of fund activity consistent with generally accepted accounting and reporting standards.
Receives grant reimbursement checks and prepares cash journals.
Prepares periodic financial statements and reports for inclusion in the Comprehensive Annual Financial Report, Single Audit Report or for other related purposes.
Participates in periodic audits or other examinations of the County's financial records, policies, and procedures
Responds to inquiries from internal and external sources concerning financial statements and reports.
Researches and analyzes financial data and prepares ad-hoc and/or other reports regarding fund activity.
Actively participates in Governmental Accounting Standards (GASB) implementation.
Maintains current knowledge of the County, State, and Federal regulations, policies, procedures, and generally accepted accounting and reporting practices.
Actively participates in installations, enhancements, and modifications to systems that link or interface with the County's financial management system.
Provides technical assistance to other County agencies, persons doing business with the County and residents.
Assists with various special projects involving the preparation of financial information, financial studies, statistical data, or other related data as requested.
Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level associated with the employee's class of work.
Bachelor's degree in Accounting, Finance, Quantitative Analysis, Business Administration, or a related field; an equivalent combination of education and experience will be considered.
Preferred Qualifications
Experience working in a local government setting.
Intermediate to advanced knowledge in Microsoft Excel.
Knowledge of Systems Applications and Products (SAP) or other Enterprise Resource Planning (ERP) platforms is preferred.
Knowledge of Generally Accepted Accounting Principles (GAAP).
Knowledge of present value and future value calculations.
Must be able to analyze, interpret, and submit oral/written reports.
Great time management, analytical and organizational skills.
Ability to work and adapt to a fast-paced environment.
Ability to manage multiple deadlines.
