The Prince George's County Department of Social Services (DSS) is currently seeking highly qualified applicants to fill a Team Lead, Food Security Program Manager (Community Developer 3G) position Grade G24 in the Energy Assistance Programs division.
About the Position
This is a senior-level position and the incumbent will be responsible for a substantial number of program development, management, administrative, and supervisory responsibilities including planning, directing and overseeing the full range of the County’s food access and policy initiatives. This position serves as a member of the Department’s expanded leadership team and is supervised by the Assistant Director for the Community Services Division. This position requires evening / weekend hours as necessary to carry out the duties and responsibilities of this position.
About the Agency
The Prince George’s County Department of Social Services is in the business of providing opportunities for residents of the County to become independent, responsible and stable members of the community. We do this by providing intervention services that strengthen families, protect children and vulnerable adults, encourage self-sufficiency and promote personal responsibility. We assist our customers through such programs as Temporary Cash Assistance, Food Supplement Program, Medical Assistance, Emergency Assistance, and Foster Care and Adoption Service.
- Directs the day to day operations of the programs including the establishment of program goals, standards and controls to ensure program objectives are met and monitor staff and provider partner progress;
- Develops short and long-range plans for program operations and resources;
- Supports development and implementation of new or revised procedures, practices and processes, and the disposition of a variety of problems, issues and projects;
- Oversees all program related personnel functions, including recruitment, on-boarding, training, daily supervision, performance monitoring and evaluation of subordinate staff performance, and succession planning;
- Prepares and manages all program operating budgets and conducts regular monitoring to ensure that funds are expended effectively and appropriately;
- Conducts program related procurement, contracting and monitoring processes necessary to ensure outcomes are met effectively, on budget and on time;
- Identifies federal, state, local, and private funding opportunities, prepares and submits strong viable grant applications, white papers and other public documents as needed to support and expand programs;
- Provides timely and appropriate resolution to conflicts arising between food service regulations, program applicants, providers and other support programs /staff;
- Collects data and prepares statistical tables and charts, work-flow charts, staffing patterns and organizational charts;
- Prepares daily, weekly, monthly, quarterly and annual reports as needed to meet funding and other programmatic requirements;
- Develops and implements systemic and authentic opportunities for persons with lived experience to actively engage at all levels of program operations.
- Develops and maintains partnerships with key community and organizational groups and represent the Department in a liaison capacity with managers and officials of other agencies concerning program activities;
- Adhere to agency standards of excellent customer service and willingly and cooperatively perform tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

Preferred Qualifications:
- Bi-lingual fluency in Spanish/English.
- Lived experience.
- Experience working in an urban/suburban Human Services Agency.
- Expert communicator/public speaker
- Proficient analytical, research, strategic planning, and management skills
- Proven financial, budgetary, and contacting experience.
- Proven success writing, securing, and implementing federal, state, county, and philanthropic grants.
- Expert program development, management, and evaluation skills
- Experience working with and leading groups in a collaborative environment and ability to balance a variety of perspectives.
- Experience establishing and maintaining effective working relationships with other governmental and bi-county agencies, private organizations, and the general public.
- Deep understanding of the root causes of hunger and experience delivering effective interventions impacting human service and food access systems.
- Ability to lead, inspire, motivate, evaluate, and counsel subordinate management/ supervisory staff and delegate responsibility to them as appropriate.
