The Prince George’s County Health Department is currently seeking qualified applicants to fill a WebMaster 3 (Programmer/ Systems Analyst 3), grade A24, in the Office of the Health Officer. 

About the Position 
This is senior/lead level professional programmer/systems analyst work. Incumbents are responsible for the most complex assignments in (1) advanced web design, development, implementation of automated systems, construction, and operations and (2) the formulation/ integration/formatting of software packages and related hardware to satisfy user needs. Work is performed under the general supervision of a higher-level Programmer/Systems Analyst or other designated supervisory official.

The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities. 
  • Leads/coordinates research into operating procedures for a variety of activities relative to web development/programmer/systems analyst work assignments. 
  • Prepares general and detailed logic or flow charts and diagrams based on current practices.
  • Translates by means of established compiler or assembly system language, specific programmer statements into a program of instructions for computer systems. 
  • Analyzes the type, variety and extent of information to be processed to determine the applicable program in order to interface with current or proposed operations. 
  • Verifies accuracy and completeness of programs and websites by executing program testing. 
  • Checks and analyzes specific program details to refine procedures and reduce computer operating time.
  • Corrects program and website errors and improves techniques by reviewing specific program instructions or altering the order of operation. 
  • Prepares miscellaneous reports and informational material in support of preliminary work programs. 
  • Develops written data processing instructions for operating personnel. 
  • Leads the design, development, and maintenance of visually appealing, user-friendly websites and web applications. 
  • Collaborates with stakeholders to understand their requirements and translate them into effective web design solutions. 
  • Creates wireframes, prototypes, and mockups to demonstrate the intended user experience and gather feedback. 
  • Implements responsive design techniques to ensure optimal user experience across different devices and screen sizes. 
  • Develops and optimizes website performance, ensuring fast loading times and efficient use of web technologies. 
  • Continues to remain updated on industry trends and best practices in web design, user experience (UX), and user interface (UI) design. 
  • Collaborates with web developers and programmers to implement design concepts into functional websites and web applications.
  • Conducts usability testing and gather user feedback to iterate and improve the design of web interfaces. 
  • Ensures compliance with web accessibility standards and make websites accessible to users with disabilities. 
  • Assists in the preparation and monitoring of the division's budget related to web design and development projects. 
  • Provides technical guidance and training to subordinate positions on web design principles and best practices. 
  • Remains informed about emerging technologies, frameworks, and tools in web design and development. 
  • Leads subordinate programmer/systems analyst in all phases of work as required. 
  • Uses automated equipment in conjunction with assigned duties and responsibilities as required. 
  • Performs tasks and duties willingly and cooperatively which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
  • Bachelor's degree in computer science, math, business administration.
  • 2 years of experience in data processing.
An equivalent combination of education and experience will be considered

Preferred Qualifications:
  • Bachelor’s degree in visual communication
  • Six (6) years of web design working in the health field
  • Fifteen plus years of general web design experience
  • Training or certificate in Information Systems 
  • Thorough knowledge of standard computer operations. 
  • Thorough knowledge of web design principles, including layout, color theory, typography, and user experience (UX) design
  • Ability to effectively communicate design concepts and rationale to stakeholders and collaborate with cross-functional teams. 
  • Ability to present facts clearly and concisely, both orally and in writing. 
  • Ability to apply fundamental logic in analyzing methods and procedures and be able to present logical and intelligible solutions to programmer/systems analyst problems. 
  • Ability to manage multiple projects with competing priorities. 
  • Ability to follow and understand complex and written instructions. 
  • Ability to communicate effectively, both orally and in writing. 
  • Ability to visualize the flow of data through machine process and to deal with abstractions. 
  • Ability to develop and define the extent of complex research and work-studies. 
  • Ability to maintain accurate records. 
  • Ability to lead subordinate level programmer/systems analyst. 
  • Ability to establish and maintain effective work relationships with departmental officials and other employees. 
  • Ability to support the organization’s response efforts during emergencies, crises, or natural disasters.

  • Meet all training and performance standards and demonstrate proficiency as required by the agency.
