The Prince George's County Government Department of Health is currently seeking qualified applicants to fill a Grant Funded Contracts Manager (Community Developer 4) position, grade A27, in the Office of the Health Officer/Local Behavioral Health Authority.

About The Position

This is a supervisory position responsible for overseeing subordinate staff in the contract monitoring unit. The role includes managing assigned grant-funded programs and initiatives, maintaining relationships with vendors and key stakeholders, and ensuring that contractual documents, data collection and reporting meet all standards set by funders, agencies, and the division.

Examples of Work

  • Assures effective management of all contracts and grant-funded programs. This includes positive communication between grantors, vendors and contract monitors as needed to understand the project, (scope of work, deliverables/performance measures, conditions of awards, awareness of budgets, and review of reports and related invoices).
  • Assures that budgets and contracts are prepared, ratified and signed.
  • Monitors, evaluates, directs, and offers feedback to contract monitors and contract monitor aides.
  • Collects data and information related to contracts and grants and assist in implementing the LBHA Strategic Plan.
  • Supports employee performance through coaching, training, performance improvement plans.
  • Utilizes progressive discipline effectively as a response to noncompliance to known standards and expectations, is used in accordance with agency policy, procedures, and collective bargaining agreements.
  • Assists with development and finalization of standard operating procedures related to the Contract Monitoring unit.
  • Conducts performance appraisals at scheduled intervals. Review job description annually and make changes as needed.
  • Maintains strong working relationships with all ancillary and collaborating agencies (i.e. Community-based Behavioral Health services providers, programs, and other vendor agencies who participate as part of the grant as well as relevant County partners which may include but are not limited to the Department of Social Services, Department of Family Services, District and Circuit Court Programs, and Hospitals, etc.)

Qualifications

  • Graduation from an accredited college or university with a Master's Degree in business or public administration, social services, sociology, psychology, or other field(s)
  • Three (3) years of progressively responsible professional technical, analytical and developmental work experience
  • One (1) year in a lead/supervisory role

An equivalent combination of education, training, and experience may be considered

Preferred Qualifications

  • Possess experience in the behavioral health field.
  • Possess a thorough knowledge of information sources and research methods particularly in Behavioral Health.
  • Possess a thorough knowledge of administrative interrelationships particular to those federal, state and local agencies which are currently funding or controlling the funding of community development programs.
  • Ability to plan and coordinate the work of professional and sub-professional community development personnel in a manner conducive to full performance and high morale.
  • Ability to provide liaison and coordinative services between those federal, state and local agencies involved in programs of the division to which assigned.
  • Ability to collect and summarize, analyze and interpret a variety of socio economic and related statistical data and prepare related reports for management.
  • Ability to describe observations, state arguments, and propose recommendations clearly, accurately, and concisely, both orally and in writing.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with staff, public and private agencies, citizens, and clients.
  • Achieve a passing score on the National Counselors Examination of the National Board for Certified Counselors and the State Law Test; and a candidate placed in this classification must be licensed as a Graduate Professional Counselor by the Board of Professional Counselors and Therapists. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.09 (Maryland Department of Health General Licensure Information).
  • Possess one of the following licenses/certifications:
    • LCPC: Licensed Clinical Professional Counselor
    • LGPC: Licensed Graduate Professional Counselor
    • LCADC: Licensed Clinical Alcohol and Drug Counselor
    • LGADC: Licensed Graduate Alcohol and Drug Counselor
    • LCSW-C: Licensed Certified Social Worker-Clinical
    • LCSW: Licensed Certified Social Worker
    • LMSW: Licensed Masters Social Worker
    • LCP: Licensed Clinical Psychologist
