The Prince George’s County Department of the Environment is currently seeking qualified applicants to fill a Budget Section Head, grade G29, in the Strategic Services Division.
About the Position
This is management level, professional and administrative work performed in conjunction with the administration of the Department of Environment's budget development and management analyses programs. Incumbents provide key management level, administrative, and technical support to the Associate Director of Strategic Services and function as the section chief of the budget office. Significant aspects of the work include interpreting and explaining the more complex details of budget/management analyses policies, procedures, laws and regulations to County personnel in resolving the most complex programmatical problems or issues. Oversight includes providing guidance and instruction into the regulatory requirements associated with operating and capital budgets, grants, contracts, procurements. Work is performed under the general supervision of Associate Director, Strategic Services Division (SSD) and the incumbent will supervise several staff persons.

- Coordinates, analyzes, prepares, and monitors the budget for the entire department.
- Coordinates with the Office of Management and Budget Office of Finance on a variety of operating and budget preparations, execution issues for assigned division, and processing of all grants for the Division.
- Reviews the compilation of division statistical information, past expenditures and staffing patterns necessary for the preparation of the budget.
- Prepares budget projections throughout the fiscal year as they relate to expenditure levels and variances from approved appropriations.
- Monitors department's approved operating, capital and grant budgets by identifying issues and problems requiring attention, obtaining and analyzing information through field audits and statistical analyses, preparing reports of findings and recommendations, providing guidance and assistance to department/division heads and managers, and following through on approved course(s) of action.
- Attends budget preparation and issue meetings between the Deputy Director and the Division Associate Directors and represents the department in meeting with the other county agencies, the Office of Management and Budget and/or elected officials.
- Assists the Associate Director and Deputy Director(s) in the preparation and analysis of the department's operation and capital budget.
- Leads and coordinates the work of direct reports (Analysts, account clerk, etc.) to ensure that the department's goals and objectives are met. Provides training, advice and guidance on budgetary issues and concerns.
- Willingly and cooperatively performs duties and responsibilities which may not be listed in the job description,but are within the scope of the application class specification.
Qualifications
- Master's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
- Four (4) years of progressively responsible administrative and budgeting experience, including at least two (2) years in the supervisory role; or an equivalent combination of education and experience.
Preferred Qualifications:
- Prefer minimum of at least 5 years of advanced budgeting and supervisory experience.
