The Prince George’s County Department of Family Services is currently seeking qualified applicants to fill a Contracts Manager (Community Developer 4G), grade G27, in the Management Services Division.
About the Position
About the Agency
The Department of Family Services improves the quality of life and overall well-being of the communities by providing information, assistance and referrals, as well as promoting and developing high quality, innovative programs that educate, empower, respect choice and preserve dignity. The department is responsible for providing assistance to some of the County’s most vulnerable citizens – children, families, victims of domestic violence, people with intellectual and developmental disabilities, veterans, and seniors. The department is comprised of three divisions that serve the aging and disabled, victims of domestic violence, as well as children, youth and families in need of support and resources.
Examples of Work
Directs and administers the contract approval process for all departmental agreements with community-based organizations and other County agencies in compliance with established County policies and procedures.
Serves as Departmental Liaison to the Office of Procurement and provides guidance and trainings on internal County Policies regarding the procurement of goods and services.
Coordinates purchasing procedures and policies utilized in the preparation, development and awarding of contracts.
Provides guidance on the appropriate procurement mechanisms to utilize to expedite internal County approval of procurement needs.
Performs duties relative to the collection of Performance Management data and prepares monthly reports as required by Management.
Serves as a Legislative Liaison to the Office of the County Executive to establish working relationships with federal, state and local government agencies and advocacy groups to review Local and State Legislation.
Partners with internal staff in the submission of grant applications and proposals to enhance the administration of programs and services.
Qualifications
- Master's degree in business or public administration, social services, sociology, psychology, or other field(s)
- Three (3) years of progressively responsible professional technical, analytical and developmental work experience with at least one (1) year in a lead/supervisory role
Preferred Qualifications:
Strong written and verbal communication skills, the ability to analyze and interpret detailed contractual needs and the capability to develop, implement and maintain extensive reporting systems are also preferred.
