The Prince George's County Government Office of the Sheriff is seeking qualified applicants to fill a Human Resources Generalist (Human Resources Analyst 3G) position, grade G24, within its Personnel Services and Recruitment Division. Please Note - This is a temporary (1000-hour) position.
About the Position
This position provides lead-level professional and administrative support to the HR Analyst IV, Personnel Services and Recruitment Division, by relieving the supervisor of administrative details. In carrying out the assigned duties, the incumbent must apply a broad knowledge of the functions within County Government. The incumbent may lead and/or provide technical guidance to agency personnel in conjunction with specific projects. Personal contacts include other staff members to exchange information, coordinate assignments, and resolve problems. Contacts are also made with upper management, supervisors, and employees in other County departments to obtain information or inform departments about personnel policies and procedures. Other contacts occur with representatives from agencies and organizations outside County government to conduct research, obtain guidance, provide, or request information, and participate in recruitment events. The incumbent has access to and handles a great deal of information that requires the observance of the highest degree of confidentiality. The employee works independently and is subject to restrictions as set by office policy.
About the Agency
The Prince George's County Office of the Sheriff has been a vital link in the criminal justice system for more than 300 years, providing the citizens of Prince George’s County with professional, transparent, and effective law enforcement service. The Office of the Sheriff serves as the law enforcement arm of the courts, responding to domestic violence calls, processing warrants, civil papers, domestic violence peace and protective orders, Emergency Psychiatric Petition (E.P.S.) orders, and the execution of evictions. The Office of the Sheriff is also responsible for court security, providing security and protection for visitors to our courthouses and securing courtrooms and holding areas. Deputies transport prisoners and are responsible for extraditing fugitives from other states.
Examples of Work
- PERSONNEL
- Serves as an associate analyst for administrative and technical guidance for the Office of the Sheriff’s Personnel Services and Recruitment Division.
- Serves as a Human Resources (HR) liaison with the Office of Human Resources Management regarding HR activities.
- Reviews departmental human resources procedures and programs and makes recommendations for changes to improve efficiency and effectiveness.
- Maintains agency personnel files by uploading documents to OpenText; ensures security of personnel files and maintains confidentiality.
- Develops and prepares statistical reports for various reporting needs.
- Enters personnel actions for the Office of the Sheriff and utilizes the SAP System to ensure that time sensitive personnel related work is completed accurately and efficiently.
- Assists in the development and coordination of the Office of the Sheriff’s New Employee Orientation program.
- Manages coordination and scheduling of participants for the Office of the Sheriff New Employee Orientation program and various other training programs facilitated by the Personnel and Recruitment Division.
- Prepares materials and presentation for the Office of the Sheriff’s New Employee Orientation program.
2. PERFORMANCE MANAGEMENT COORDINATOR
- Assists in agency wide Past Performance Appraisal (PPA) process by tracking employee anniversary dates. Collaborates with bureau administrative aides and supervisors to ensure compliance of PPA process.
- Prepares and disseminates PPA notification list by month to agency bureau administrative aides and/or appropriate command staff.
- Enters PPA information into databases with 100% accuracy and tracks outstanding PPAs.
- Monitors and disseminates PPA delinquency list.
- Enters information into agency database for tracking purposes.
- Ensures completed PPA’s received in Personnel and Recruitment Division are reviewed and processed in a timely manner, forwarding all completed PPAs to OHRM for inclusion into employee’s personnel file.
3. HANDLES AND DIRECTS TELEPHONE INQUIRES
- Receives phone calls from citizens, employees, inter-county agencies, and government officials. Handles inquires or requests accordingly and provides services in a professional, attentive, and courteous manner.
- Researches and responds to inquiries in a timely, effective, and efficient manner. Provides informational and technical assistance to employees and supervisors regarding procedures, regulations, and applications.
4. PERFORMS OTHER RELATED DUTIES AS ASSIGNED
- Prepares and disseminates memorandums and/or digital communications regarding notifications, reminders, and directives to agency personnel.
- Attends meetings and training courses in an in-person or virtual setting.
- Prepares morning reports in the absence of the Administrative Aide IV, Bureau of Administration.
- Willingly and cooperatively perform tasks and duties assigned which may not be specifically listed but are within the general occupational category level typically associated with the position’s class of work.
Qualifications
- Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
- Two (2) year of professional level human resources experience.
Preferred Qualifications:
- Experience working with SAP.
- Experience working with NeoGov.
- Experience working with Kronos.
- Experience working in a local government, public safety or law enforcement agency or environment.
- Certification in Human Resources Management.
Additional Information
Conditions of Employment: Upon selection, the candidate must:
- Successfully pass a background investigation conducted by the Prince George’s County, Office of Human Resources Management, Public Safety Investigations Division.
Pass a medical examination, including a drug screening and random drug and alcohol tests.
Meet all training and performance standards and demonstrate proficiency as required by the agency.
Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
