The Prince George's County Government Department of Corrections is seeking qualified applicants to fill a Personnel Section Chief (Human Resources Analyst IV) position, grade G27, within its Human Resources/Personnel Section Division.
About the Position:
This is a supervisory-level role that involves various administrative support functions in order to ensure the efficient operation of the Human Resources Division.
As the Personnel Section Chief, the incumbent will be responsible for personnel administration tasks, automated human resources/payroll systems, budget preparation, report writing, research projects, liaison activities, as well as managing and safeguarding personnel and payroll records. Additionally, the incumbent will manage the Personnel Section and supervise the Human Resources Analysts, Human Resource Assistant, Risk Management Coordinator, and the Recruitment Officers. The incumbent will be given a high degree of autonomy to exercise independent judgment, action, and initiative to execute tasks and assignments. The position requires proficiency in using HR systems and databases such as KRONOS, NEOGOV, and SAP, as well as various office technologies and programs. Additionally, the incumbent must become familiar with and possess the ability to interpret and apply County Personnel Laws, Administrative Procedures, Collective Bargaining Agreements, Departmental Policies and Procedures, Standard Operating Procedures, and Federal, State, and County employment laws. The person selected for this position will serve a 12-month probationary period.
About the Agency:
The Department of Corrections is an adult correctional center with a direct supervision design operating under the unit management concept. We have 18 Housing Units, and the daily inmate population is 1,039. We offer alternative incarceration programs for eligible offenders as well as provide educational services and programming to incarcerated individuals.
Examples of Work
- Exercise the full range of supervisory duties and responsibilities over subordinate staff as defined in Personnel Law.
- Plan, coordinate, and direct the administrative tasks and functions of the Personnel Section.
- Manage employee personnel files and records and process personnel action forms and handle confidential information with discretion.
- Manage, coordinate, oversee, and process all HR personnel actions, such as filling vacancies, onboarding, promotions, resignations, terminations, retirements, demotions, and merit increases, etc., are entered/executed in County HR Systems such as SAP and NEOGOV
- Collaborate with senior managers to keep them informed of issues regarding filling vacant positions, interviews, etc., following established procedures.
- Review and draft internal vacancy announcements, external job postings, and interview questions and recommend revisions when appropriate.
- Conduct salary equity analysis to promote salary equity for newly hired and internal employees.
- Draft memos, letters, and emails using the correct format following the established protocols.
- Create and maintain databases to track and manage temporary details requests, vacant and filled positions.
- Effectively communicates verbally and in writing with all levels of management in a clear and concise manner.
- Assist with or lead recruitment activities for the Department of Corrections.
- Assist with managing the Telework and Employee Performance Program.
- Assist with coordinating and supervising the development and administration of the Correctional Officer promotional process.
- Prepare and present recommendations, narrative reports, and related personnel work products that are reflective of the respective divisional missions, goals and objectives.
Qualifications
- Bachelor's degree from an accredited college or university in Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or a closely related field.
- Three (3) years of professional-level human resources (HR) experience
- One (1) year of HR experience in a lead/supervisory role supervising staff.
- An equivalent combination of relevant education and experience will be considered; however, there is no equivalency for lead/supervisory experience.

Preferred Qualifications:
- Proficient in the use of computer applications, including Adobe Pro, Adobe Sign, Microsoft Word, PowerPoint, Teams, and SharePoint.
- Proficient with using Microsoft Excel, including formulas and creating pivot tables and charts.

The Prince George’s County benefits plan year is from January 1 to December 31.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
