The Prince George's County Government Department of Health is seeking qualified applicants to fill a Public Health Program Chief - Community Partnerships and Recovery Initiatives position, grade G29, in the Behavioral Health Division/Associate Director's Office.

About the Position
This is professional, management-level, supervisory, and administrative work managing, planning, and coordinating assigned programs and activities within the Behavioral Health Services Division within the County Health Department. The incumbent will handle day-to-day personnel and operational management, quality assurance, monitoring of program performance, and program development activities of assigned program areas. The incumbent will exercise wide-ranging judgment under the general supervision of the Associate Director (AD) for the Behavioral Health Services Division.

The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.

Examples of Work

  • Supervises, coordinates, evaluates, and directs work performed by subordinate staff.
  • Provides oversight and guidance to managers of programs and program staff.
  • Leads program operations and initiatives for assigned public health programs and initiatives.
  • Ensures that grantor/funder requirements are included in contracts as appropriate, including conditions of awards.
  • Researches, suggests and leads the application for new funding within the division’s portfolio of projects that can enhance or expand current projects.

Qualifications

  • Bachelor's Degree in Nursing, Social Work, Psychology, Education, Administration, Counseling, or related field
  • Four (4) years of responsible experience in Public Health 3.0, a Chief Strategist role, the Recovery Model in mental health care, and understanding the role of a Peer Recovery Specialist as defined by the Substance Abuse and Mental Health Service Administration (SAMHSA)
  • Four (4) years of experience supervising employees and/or a division/unit

An equivalent combination of education and experience may be considered. Please Note – supervisory experience will not be substituted with years of experience.

Preferred Qualifications:
  • Master's or Doctorate Degree in Behavioral Health, Public Health, or related discipline
  • Experience with grant writing, program implementation, management, and report writing
  • Experience with the Recovery Model in mental health care
  • Experience obtaining funding for the implementation of program or services
  • Experience with budget development and spending monitoring

General Plan Information:

The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
