The Prince George's County Department of Permitting , Inspections, & Enforcement is currently seeking qualified applicants to fill an Associate Director , grade G33, in the Permitting Licensing & Building Plan Rev Division

About the Position :

This is advanced executive level work of a difficult and diverse nature. This is highly responsible management level professional, supervisory and

administrative work with the overall responsibility for managing the Permitting and Licensing Division and the Building Plan Review Division within the

Prince George's County Department of Permitting, Inspection and Enforcement (DPIE). The incumbent plays a key role by assisting the Director and

the Deputy Director in the continual overall appraisal of comprehensive department programs and activities. Work is performed independently under

the general supervision of the Deputy Director and is evaluated according to the degree to which established goals and objectives are accomplished.

About The Agency :

The Department of Permitting, Inspections and Enforcement (DPIE) is responsible for coordinating and enforcing standards that control what goes on before, during, and after construction. Staff from nine agencies, who work cooperatively on permit processing, business licensing, plan review, inspection and enforcement comprise Department of Permitting, Inspections, and Enforcement. The Mission of the Department of Permitting, Inspections, and Enforcement is to promote economic development in Prince George's County and protect the safety of County residents, businesses, and visitors through efficient permitting, inspection and licensing services to ensure compliance with established building, zoning and property standards codes.

Examples of Work

  • Exercises the full range of supervisory duties and responsibilities over subordinate professional, para-professional, technical, and clerical positions as defined in the Personnel Law, Section 16-102(a)(59).
  • Provides management-level staff assistance to the Director / Deputy Director in developing organizational goals and objectives, as well as developing general and specific methods and programs necessary for the achievement of those goals.
  • Confers / coordinates with elected officials, municipal authorities, and other agencies in order to clarify and resolve actual / potential problems.
  • Assists in the formulation and development of programmatical policies, goals, objectives, standards, and procedures.
  • Provides management-level assistance to the Director / Deputy Director by directing and coordinating the work of professional, para-professional, technical, and clerical positions.
  • Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.

Qualifications

  • Graduation from college with a Bachelor's Degree in Engineering or related field, which has provided the applicant with the necessary knowledge, skills and abilities to perform the duties in the appropriate executive level functional area.
  • An equivalent combination of education, experience and training is also accepted.

    Preferred Qualifications :

  • Professional Engineers License.
  • Master's Degree in Business Administration
  • Experience Managing Permitting Agency Functions - 10 years
  • Experience Utilizing Automated Permitting Systems and Technology
  • Experience with Organizational Change Management
  • Eligibility to Work

  • Extensive knowledge of modern management principles and techniques.
  • Extensive knowledge of the principles and methods of public administration and local government.
  • Extensive knowledge of the functional area to which assigned.
  • Ability to organize, supervise and evaluate the work of a diverse staff in a manner conducive to full performance and high morale.
  • Ability to establish and maintain effective working relationships with associates, subordinates, representatives of other agencies, County officials, and the general public.
  • Ability to express ideas clearly and concisely both orally and in writing.

    General Plan Information :

    The Prince George's County benefits plan year is from January 1 to December 31.

    A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

    Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

    The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

    New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

    The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

    After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and / or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
