The Prince George's County Office of Information Technology is currently seeking qualified applicants to fill a Data Manager (IT Manager 2G), grade G31 , in the Digital Government Division .
About the Position
This is senior management level administrative and professional technical work responsible for overseeing the development, management and optimization of the County's data program which includes overall data management practices, classification, reporting methodologies and architecture, and coordinating publishing the county data portal(s) supporting County priorities for data driven government activities and artificial intelligence (AI). The role involves determining the technical infrastructure, security protocols, and data quality controls within the data portal to ensure the integrity of data presented, and enable efficient data sharing, collaboration, and decision-making across the organization. Incumbent performs collaborating with the Office of County-Stat for publishing and updating, agencies for guidance on development of their data apps for publishing and participates in the County AI Task Force or any other committees or work groups that may be established. The incumbent performs with considerable latitude for independent judgement involving program, project, and system operations and management in compliance with leadership directives. Work is performed under the general supervision of the Director of Digital Government and evaluated for overall program management and meeting goals.
About the Agency
The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The OIT Service Desk provides information technology support and maintenance services to Prince George's County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County. OIT will provide leadership, expertise, and resources in the ideation, development, and deployment of innovative technologies and streamlined processes to improve government efficiency, business interaction, and citizen access to government information and services.
Examples of Work
- Define data governance, strategies, practices and policies, and data quality standards to ensure the integrity of data used and / or published by agencies, WEB pages and County portal.
- Oversee the technical architecture data portal(s), on prem or 'cloud'-based including apps, databases, analytics and reporting API's, and AI.
- Implement data catalogue : develop procedures for cataloging data in compliance with regulations. Identify points of contact for roles and responsibilities for open data implementation and use.
- Participate on county task forces and work groups regarding data reporting and use, to include the AI Task Force and other.
- Develop data management protocols, including standardizing data formats, sharing data assets, and publication of data in accordance with applicable standards and laws.
- Coordinate association of data from disparate sources, systems, or formats to facilitate information assurance, seamless data flow and data quality.
- Collaborate with stakeholders, IT teams and agencies' programmatic staff to facilitate data definition, integration, migration, and synchronization in the data portal (s).
- Participate on county efforts for compliance with data clean-up and retention. Collaborate with county archivist; advises OIT leadership and agencies regarding Data Use agreements and legislation.
- Work with CISO to ensure compliance with data privacy protocols, industry standards, and County data security policies. Advises agencies.
- Monitor data quality and integrity within the data portal through data quality controls and validation checks.
- Work with OIT CISO and Contracts management firms who provide data services are aware of their responsibility to attest to understanding their role in protecting County data.
- Ensure data systems and tools are maintained and system administration tasks are performed.
- Coordinate with OIT contracts and agencies IT staff to be sure that system administration expectations are incorporated in 'Cloud' / hosted data repositories.
- Develop dashboards, reports, and data visualization solutions to enable data-driven decision-making.
- Work with agencies' data owners to ensure that certain data sets are properly derived and made public available to use on-line or download.
- Develop data quality metrics, performance indicators, and monitoring mechanisms to track data use, and its accuracy, and timeliness in data portal (s).
- Implement data quality controls, validation checks, and data cleansing processes to ensure data integrity.
- Supervisory responsibilities are performed in accordance with County policy and administrative procedures.
- Encourage subordinate to assume increasing responsibilities consistent with experience and ability and encourages employee input and creativity and help them achieve their fullest potential. Identifies training which would enhance staff performance.
- Schedule work priorities and staff schedules. Ensures assignments are performed in a timely and competent manner.
- Continually monitor and evaluate subordinates' performance to ensure delivery of services and providing constructive criticism and / or positive reinforcement as appropriate.
- Prepare position descriptions and performance standards to reflect employee duties assignments and responsibilities.
- Conduct counseling sessions when needed; recommend discipline in accordance with County procedures.
- Collaborate with cross-functional teams, data owners, data stewards, and business units to gather requirements; prioritize data portal enhancements and align data management initiatives with organizational goals and priorities.
- Develop reports consistent in compliance with County Open Data Portal legislation.
- Recommend changes in legislation as necessitated by change in data and AI.
- Develop training and learning materials, user guides, and documentation to support data portal users in accessing, querying, and analyzing data effectively. Works with OIT communications in developing messaging venues with tips and county-wide user requirements.
- Monitor system performance, troubleshoot technical issues, and implement upgrades or enhancements to optimize portal functionality and scalability.
- Provide technical support, troubleshooting assistance, and user training sessions to enhance data portal usability and adoption.
- Drive continuous improvement initiatives, best practices, and innovation regarding data and AI to enhance data management capabilities and usability. Data includes data sets in applications, GIS, CRM, ERP, RMS, and other major platforms, clouds, or subscription services.
- Must be available for work on projects and maintenance needs after regular business hours as needed.
- Collaborate with OIT and agencies' management and stakeholders in carrying out projects and duties.
- Serve as SME for data; may advise County leadership regarding matters pertaining to data and industry trends and opportunities.
- Attend and participate in OIT Mangers meetings, IT Coordinators meetings, customer agencies' meetings as requested, the AI Taks Force, and special committees and workgroups as assigned. May represent OIT in external meetings or taskforces.
- Conduct research and stay abreast of and maintains required knowledge and skills, and certifications as required to accomplish the work of the position.
- Conduct all County business in a professional manner and maintain proper ethics and confidentiality.
- Must be a steward of and adhere to Cyber security hygiene practices and policies.

The Prince George's County benefits plan year is from January 1 to December 31.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
