The Department of Facilities & Fleet Management, Facilities Construction Management (FCM) Division is seeking a talented, highly qualified, and energetic individual interested in furthering a career in a team-oriented, friendly workplace. This position serves as a Principal Engineer for Prince William County's Capital Improvement Program and for special design/construction projects within Prince William County.
About This Role:
The position serves as a Principal Engineer, facilitating the budgeting, design, and construction of complex and large multi-million-dollar projects, such as fire and rescue stations, libraries, and general municipal buildings. The successful individual will be responsible for cost planning, scheduling, interpreting, and facilitating client/user agency needs as they relate to design and management of all aspects of the building process from the beginning of the project to successful completion of closeout requirements. This position will represent the Department of Facilities & Fleet Management, Facilities Construction Management Division in the negotiations of crucial project management matters and be the primary contact for FCM when dealing with consultants, code officials and other internal and external agencies as they relate to a Capital project. This position will also serve as a general representative for Prince William County Government and subject matter expert in public forums such as regional/national professional conferences, internal and external meetings and as an in-house expert regarding matters of design and project management.
The successful candidate must be able to multi-task, understand and work with multiple architectural and engineering disciplines and be a team player. The ability to understand design and construction processes is a must. This is not an entry level position and will require the ability to work with political leaders, Prince William County leadership, citizen groups, regulatory agencies, and cross-functional teams. Must possess a valid driver’s license, the ability to pass a background check if needed for a project and an educational background in architecture, engineering, planning or similar profession.
Minimum Requirements:
- Bachelor’s degree in a technical discipline (architecture or engineering) and 3 – 5 years professional leadership experience in design and/or construction project management.
- 4 years of professional experience managing projects as the team leader in non-residential design and/or general commercial construction.
- 4 years of experience with professional writing concerning management and technical subject matter.
- 4 years of direct experience in reviewing, negotiating, and processing design, construction, and modifications/changes to professional contracts.

B. Have strong management and coordination skills and the ability to work with all kinds of people and personality types to facilitate the design process from the development of an initial budget and building program through the bidding process and final occupancy of a new facility.
C. Have excellent understanding of the design and construction phases and process and provide team leadership. Must have the ability to communicate effectively with a wide range of professionals, semi-professional, county leadership and public citizen groups.
Special Requirements:
licensing as a professional engineer or architect by the Commonwealth of Virginia or certifications similar to project management professional (pmp) are preferred.
Work Schedule:
Monday – Friday 8:30 am to 5 pm for a total of 37.5 hours worked per week.
Starting Salary Range:
$91,162.50 - $111,000.00 annually
Hiring Bonus - this position qualifies for a one-time cash signing bonus up to $5,000! This bonus will be paid in two installments and is subject to all applicable tax withholding and reporting requirements. The first installment of up to $2,500 is payable upon 90 days following your position start and the final installment up to $2,500 will be payable on the pay date following the completion of your probation. Salary : $91,163 - $152,510
