Prince William County Community Services is seeking a full-time Principal Fiscal Analyst to provide financial management and support for special project and grant funding and to make a difference in the lives of Prince William County residents that require mental health and/or substance use therapy and treatment, as well as intellectual and developmental disabilities supports.  Come make a difference through accurate and timely financial service support in a human services agency. 


About This Role: 

This position will provide professional-level financial analysis and management for an special project and grant funding. Responsibilities include creating and analyzing complex financial reports; reconciling and monitoring funding use and accounts receivables aging reports; preparing and presenting financial reports and conducting budget forecasting; managing budget and financial processes; developing and implementing policies and procedures; addressing discrepancies; and coordinating work across central county and internal Community Services programs. Additionally, the role involves developing, implementing, and training staff on project funding regulations. Responsibilities include the following:

  • Oversee financial management for CS special projects, grants, and other non-local funding sources.
  • Develop and prepare analytical, statistical, and financial statements and reports to ensure compliance with federal, state, and stakeholder funding requirements.
  • Analyze, audit, and reconcile project accounts monthly for accuracy, completeness, and timely recording. Resolve discrepancies related to coding, funding, or other issues.
  • Complete monthly financial reviews of grantor online reporting and payment portals, reconcile with the county financial system, ensure timely reporting and invoice filing, and make necessary journal or entry corrections.
  • Create complex financial reports, perform compliance and use analysis, and submit reports for budget, accounts payable, accounts receivable, and other financial processes, both internally and externally.
  • Develop and coordinate monitoring tools and reference resources with grantors, central county business areas, and internally within CS to support daily operations, proper financial recording, and compliance.
  • Serve as the audit liaison for assigned funds, coordinate staff financial samples and research for audit preparation, participate in audit interviews as a subject matter expert, and develop policy and process solutions based on audit recommendations.
  • Prepare, review, and analyze Accounts Receivable Aging reports, monitor reimbursements, resolve payment discrepancies, and determine necessary corrective actions.
  • Oversee the distribution of electronic payments, claims submissions, and clearing accounts. Reconcile for accuracy and ensure timely posting.
  • Stay abreast of new or changing federal, state, and local funding requirements to maintain department compliance. 
  • Participate in scheduled meetings with grantors, central PWC business areas, and CS leadership in support of daily operations for assigned funding areas.
  • Develop, implement, and train Community Services staff on processes and policies to ensure appropriate use of funds and support future funding opportunities.
  • Perform additional duties as assigned.

Minimum Requirements: High School diploma and 6 years of professional level financial analysis and management experience.

Preferences: 
Experience with governmental accounting, reporting, processing, internal controls, recording and reconciling financial transactions, and compiling financial reports for specialized funding sources, such as grants and capital projects, with preferred experience in supporting a Human Service Agency or Medical/Behavioral Healthcare Service.
Experience managing special funds including grants, capital projects, and other non-local stakeholder funds for a government, human service, and/or medical/behavioral healthcare.
Experience in developing strategic plans and implementing budget, accounting, procurement methods and contracts for funding applications, new or changing program needs, and regulatory changes in a government, human service, and/or medical/behavioral healthcare environment.  
Experience in managing project and grant deliverables including establishing project schedules, coordinating across fiscal and program staff, and ability to be organized, prioritize appropriately, work effectively, and meet multiple deliverables.
Advanced proficiency in Microsoft Excel, Outlook scheduling, Teams, PowerPoint and other applications.
Ability to be an independent, systems thinker that can draw correlations between financial systems and their structure and the Department’s program goals and project and grant funding requirements.
Aptitude for critical thinking and ability to understand the various programs, services, and funding sources and align and appropriately assign the financial Chart of Accounts (COA), ensures accurate postings, and maintains historical financial records that will allow for consistent and accurate reporting and meet overall regulatory compliance.

Special Requirements:
Must possess a valid driver’s license.
Must pass DMV record check.
Must pass TB test.
Offer of employment is contingent upon the candidate passing a fingerprinted-based national criminal history record check.
Child Protective Services Requirements: effective 1999, mandated by the Virginia Department of Behavioral Health and Developmental Services (DBHDS) in accordance with 12VA35-105-400 rules and regulations for DBHDS Licensed Providers and related to the Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglect will be conducted by the Virginia Department of Social Services.
Work Schedule: The work hours will be Monday through Friday, 8:30 AM – 5:00 PM with an hour lunch. The work location will be at Ferlazzo building at 15941 Donald Curtis Dr, Woodridge VA 22191.

Starting Salary Range: $76,070 – 104,676 Annually
