ABOUT THIS ROLE

The Charge :

Within broad parameters defined by the Director of Parks and Recreation, the Assistant Director for Maintenance and Operations administers all grounds and facility maintenance operations, including operating and capital budget development and oversight, policy development, level of service planning, contract and procurement administration, lease and license management, cyclical maintenance planning, safety and environmental compliance, staff planning, employee relations management, accreditation compliance, project management, and other duties of a similar nature or level. The Assistant Director serves as a member of the Department's Executive Team, which establishes strategic direction for the Department, develops the skills of Department managers that make up the Leadership Team, and drive home the County's leadership-at-all-levels philosophy. The position reports to the Director of Parks and Recreation.

MINIMUM QUALIFICATIONS

High school diploma or G.E.D. and 8 years of progressively responsible management experience in grounds, building, and / or public utility maintenance operations.

PREFERENCES

  • Master's Degree in Parks and Recreation, Business Administration, Public Administration, Turf Maintenance, Construction Administration, Building Maintenance, Mechanical or Civil Engineering, or a related field.
  • 10 years of progressively responsible management experience in grounds, building, and / or public utility maintenance operations to include budgeting, personnel management, hiring, policy development, regulatory compliance, and setting / tracking performance measures.
  • 5 years of supervisory experience for 2 or more direct reports
  • Certified Parks and Recreation Professional
  • Certified Park Maintenance Management professional
  • Experience with direct oversight for a $10 million budget including developing budgets and tracking expenditures
  • Experience working for a CAPRA accredited organization
  • Experience harnessing technology to improve service-delivery
  • Experience negotiating and writing agreements
  • Experience writing comprehensive maintenance plans and policies
  • Excellent written and verbal communication
  • Excellent conflict resolution skills with customers and employees

About the Division :

The Department of Parks and Recreation's Maintenance and Operations Division is responsible for grounds upkeep and building maintenance for 55 parks, 2 water parks, 4 community pools, 2 indoor aquatic and fitness centers, 3 recreation centers, 14 historic sites, 2 marinas, 280 sports fields, 3 golf courses, and 50 miles of trail spread across 350 square miles. The Division is composed of the Grounds Services and Facility Maintenance branches and is supported by 146 Full time equivalents and a $17.5 million annual operating budget. The Division is one of seven within the Department of Parks and Recreation.

About the Department :

The Department of Parks and Recreation has a mission to create recreational and cultural experiences for a more vibrant community and envisions itself as a lead collaborator in delivering holistic solutions for community transformation. The Department has an operating budget of nearly $52 million and is currently managing nearly $60 million in capital improvement projects with exciting new investments on the horizon. In 2019, voters approved a $41 million bond referendum for new parks and trails. The Department is undergoing exciting foundational changes such as a recent update to its Comprehensive Plan and Master Plan utilizing a new Level of Service methodology rooted in equity and sets a goal to double County parkland acreage. In addition, the Department is accreditation through the Commission for the Accreditation of Parks and Recreation Agencies (CAPRA). Recent recognitions for the Department include the attainment of E3 status from the Virginia Environmental Excellence Program for a commitment to environmental stewardship in operations, a Gold Medal from the Virginia Department of Environmental Quality for the Neabsco Boardwalk project, and several Golden Guard awards, consistent audit scores from Ellis and Associates of exceeds for the Department's aquatic safety program. The Department is supported by three advisory boards and two foundations. The Department is uniquely employee-centered and follows a Leadership Philosophy that believes in Leadership at all Levels.
