Prince William County's Office of Procurement Services seeks motivated, collaborative, and qualified candidates interested in joining our professional team. This is not an entry-level position. We are seeking a candidate with experience working in local government, providing procurement and contract management services for specialized complex construction and design projects. The ideal candidate will have substantial experience in a procurement officer (or equivalent role) where they were responsible for facilitating the full procurement lifecycle to include procurement planning, issuing solicitations, bid / proposal evaluations, contract award and execution, contract management, vendor relationship management, and contract renewal and closeout. In this position you will help the County achieve its strategic goals of providing mobility, a safe and secure community, and wellbeing for County residents.
The position will remain open until filled. The hiring manager will actively review applications on a biweekly basis and will interview candidates who best meet the requirements until a candidate is selected. The first review will occur on 12 / 3 / 2024.
About This Role :
In this role you will manage the capital procurement process for architectural / engineering design and construction services for a variety of Facility, Parks, Solid Waste, Environmental Service, and Transportation Capital Improvement Projects. This position will act as the primary Capital Procurement Officer for the Department of Public Works' Division of Construction & Operations. Perform complex professional and technical work consisting of high profile, large dollar, high volume building construction, major infrastructure construction including roads, bridges, major highways, drainage structures, landfills, demolition, and other diverse procurements.
Provide effective procurement guidance to County departments to ensure compliance with local and state laws and regulations. Facilitate solicitation, evaluation, and selection of responses from Suppliers to execute contracts to support the County's mission. Support County departments in resolving vendor performance discrepancies in accordance with contract terms. Identify process improvements to increase efficiency and customer satisfaction.
Minimum Requirements :
High school diploma or G.E.D. and 7 years of experience in public procurement or related field.
Preferences :
- Bachelor's degree in Public or Business Administration, Contract Management, or a related field. Degree must be from an accredited institution with preferred coursework in public procurement.
Designation as a Virginia Contracting Officer (VCO), Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) or nationally recognized procurement certification.
Special Requirements :
Working knowledge of Capital Improvement Procurement process for construction and architect / engineering design services).
Project Management principles.
Working knowledge of business and contract law as they apply to procurement (particularly construction and architectural / engineering design service.
Basic understanding of complex procurement methods for construction services (Design-Build, Construction Manager at Risk, PPTA / PPEA).
Basic understanding of Job Order Contracts.
Working knowledge and experience with the Virginia Public Procurement Act (VPPA).
Experience using established automated solutions to procurement process issues.
Ability to develop and maintain effective working relationships with internal and external customers.
Proven time management and follow-through skills with the ability to work with a high degree of accuracy on multiple tasks with tight deadlines.
Strong communication (written and verbal) skills.
Self-starter with commitment to excellence.
Must possess certification by a nationally recognized professional purchasing organization or Virginia Contracting Officers (VCO) Certification; or the ability to meet the requirements to obtain the certification within one (1) year of employment.
Work Schedule :
This position works a standard Monday - Friday schedule, working 37.5 hours per week.
Hiring Salary Range : $82,777.50 - $111,033.00 Annual
