Introduction

Prince William County Community Services is seeking a full-time Principal Fiscal Analyst to provide financial and contract management and support for special project funding and to make a difference in the lives of Prince William County residents that require mental health, substance use therapy and treatment, or intellectual and developmental disabilities supports. About This Role : This position will provide professional-level financial analysis and management for special project funds and manage procurement contract responsibilities for all Community Service agreements Responsibilities include drafting and monitoring contracts and other agreements; creating and analyzing complex financial reports; reconciling and tracking funding usage; developing trend analyses and conducting needs assessments; preparing and presenting financial reports, as well as performing budget forecasting; managing budget and financial processes; developing and implementing policies and procedures; addressing discrepancies; and coordinating efforts across central county departments and internal Community Services programs. Additionally, the role involves developing, implementing, and training staff on project funding and procurement contracting regulations. Responsibilities include the following :

  • Manage contracts, including MOUs, MOAs, and other intergovernmental agreements, covering all stages from setup and execution to closeout, termination, renewal, adjustments, extensions, and performance evaluations.
  • Develop and prepare analytical, statistical, and financial statements and reports to ensure compliance with federal, state, and stakeholder funding requirements.
  • Complete annual budget submissions and agreements for Community Partners, collect statistical service and financial data, and oversee related procurement and accounts payable processes.
  • Conduct monthly financial reviews, reconcile with the county financial system, ensure timely reporting, budgeting, and make necessary journal entry corrections.
  • Perform monthly monitoring and compliance review of contracts, including funding, financial actuals, terms and conditions, identifying expiring agreements, contracting needs or trends, and develop and coordinate business solutions.
  • Create complex financial reports, conduct compliance and usage analysis, and submit reports for budget, accounts payable, and other financial processes, both internally and externally.
  • Develop and coordinate monitoring tools and resources with central county departments and within CS to ensure proper financial recording and compliance in daily operations.
  • Serve as the audit liaison for assigned area, coordinate samples and research for audit preparation, participate in audit interviews as a subject matter expert, and develop policy and process solutions based on audit recommendations.
  • Prepare, review, and analyze financial reports, monitor contract balances, resolve payment discrepancies, and determine necessary corrective actions.
  • Stay abreast of new or changing federal, state, and local funding requirements to maintain compliance.
  • Participate in scheduled meetings with central PWC business areas, and CS leadership in support of daily operations for assigned funding areas.
  • Develop, implement, and provide training to Community Services staff on processes and policies.
  • Perform additional duties as assigned.

Minimum Requirements : High school diploma or G.E.D. with 6 years of relevant experience in contract management and / or fiscal management.

Preferences :

Experience with governmental contracting, accounting, reporting, processing, internal controls, recording and reconciling financial transactions, and compiling financial reports for specialized funding sources such as grants and other federal and state projects. Preferred experience in supporting a Human Services Agency or Medical / Behavioral Healthcare Service.

Experience with governmental procurement contracting, including MOU, MOA, and other intergovernmental agreements. This includes public procurement solicitation development and processes, as well as establishing new agreements / contracts and / or closing, terminating, renewing, extending, and conducting performance evaluations for a human services and / or medical / behavioral healthcare environment.

Experience with monitoring governmental procurement contract compliance, including funds, terms, and conditions, reporting, financial and usage analysis, conducting needs assessments, and identifying changes or needs in contracting or purchase orders.

Experience managing special funds including federal, state, special projects, grants, capital projects, and other non-local stakeholder funds for a government, human service, and / or medical / behavioral healthcare organizations.

Experience in developing strategic plans and implementing budget, accounting, procurement, and contract methods, establishing contracts / agreements for new or changing program needs, and adjusting to regulatory changes in a government, human services, and / or medical / behavioral healthcare environment.

Experience managing project and special fund deliverables, including establishing project schedules, budgets, coordinating across fiscal and program staff, and the ability to stay organized, prioritize tasks appropriately, work effectively, and meet multiple deliverables.

Advanced proficiency in Microsoft Excel, Outlook scheduling, Teams, PowerPoint and other applications.

Ability to be an independent, systems thinker that can draw correlations between financial systems and their structure and the Department's program goals and project funding requirements.

Aptitude for critical thinking and ability to understand the various programs, services, and funding sources and align and appropriately assign the financial Chart of Accounts (COA), ensures accurate postings, and maintains historical financial records that will allow for consistent and accurate reporting and meet overall regulatory compliance.

Special Requirements :

Must possess a valid driver's license.

Child Protective Services Requirements : effective 1999, mandated by the Virginia Department of Behavioral Health and Developmental Services (DBHDS) in accordance with 12VA35-105-400 rules and regulations for DBHDS Licensed Providers and related to the Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglect will be conducted by the Virginia Department of Social Services.

Work Schedule : The work hours will be Monday through Friday, 8 : 30 AM - 5 : 00 PM with an hour lunch. The work location will be at Ferlazzo building at 15941 Donald Curtis Dr, Woodridge VA 22191.

Hiring Salary Range : $76,069.50 - $104,676 Annually
