You will partner with various levels of stakeholders throughout the agency and at the general government (County). The ideal candidate will have strong interpersonal skills, advanced computer skills, and an analytical thought process to complement the key work processes of the position.
$70,921.50 - $97,968.00 Annually (Minimum to Midpoint)
Physical Requirements
Positions in this class typically require reaching, standing, walking, talking, hearing, seeing and repetitive motions. May also require exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

About This Role
In this role, you will act as the agency’s primary buyer, and the agency liaison for all purchasing processes. You will partner with various levels of stakeholders throughout the agency and at the general government (County). The ideal candidate will have strong interpersonal skills, advanced computer skills, and an analytical thought process to complement the key work processes of the position.
- Serves as a liaison for the department with County procurement and purchasing partners.
- Serves as administrator of the agency’s procurement card program.
- Manages the accounts payable invoicing and payment process, including providing direct supervision of the Fiscal Technician responsible for processing all accounts payable, expense reimbursements, and Purchasing Card transactions.
- Manages the agency’s Warehouse team, including providing direct supervision of the Supervisor and the team that oversees the operating supplies of the agency.
- Provides first-line purchasing support to all agency personnel, including providing recommendations for proper procurement methods and researching contract availability for needs to support operational needs.
- Creates purchasing requests and purchase orders for all levels of purchases, from low to high dollar, and various complexities as required by the County procurement regulations.
- Reviews and approves financial transactions up to $10K, including verifying invoiced costs to contract pricing.
- Manages and tracks the agency’s capital equipment, including proper processing of surplus sales and disposals and agency support of County inventory audit counts.
- Provides purchasing data to assist in the preparation of the annual budget.
- Calculates and enters purchase orders and change order requests, monitors to ensure proper balances are maintained for future spending needs, and performs final closeout upon completion.
- Plans and prepares adjustments and closeouts for purchasing and compiles invoice accrual details for year-end processing within established deadlines.
- Tracks and analyzes a variety of historical purchasing data, including compilation of data for required monthly reporting.
- Acts as backup for contract analyst functions performed by peer-level Business Services staff, including providing support in contract work closely linked with purchasing processes.
- Other duties as assigned.
- High school diploma or GED.
- 5 years of related experience in purchasing for a local government or similar entity.
- Supervisory experience.
- Bachelor’ degree, preferably in business or a related field.
- Demonstrated ability to work independently, with high-level supervision.
- Knowledge of the local government purchasing processes.
- Strong written skills, including the ability to document process and craft justifications.
- Detail-oriented with a focus on the accuracy of work products.
- Advanced computer skills, including advanced proficiency in Excel and other Microsoft Office programs.
- Ability to manage multiple priorities and demonstrate time management skills.
- Excellent written, verbal, and interpersonal skills to build and maintain professional relationships with stakeholders at all levels, both inside and outside the agency.
- Strong problem-solving and analytical skills.
- Able to maintain confidentiality in all business matters.
- Must have a valid driver’s license.
- Must pass a criminal history background investigation to include fingerprint and driving record check.
- Must pass a polygraph examination.
- Must pass a pre-employment physical.
- Monday through Friday 8:00am-4:00pm
- FLSA-exempt position which may require additional hours beyond normal schedule during peak periods.
- This is an in-office position which, depending upon workload and needs of the department, may be eligible for some telework once incumbent satisfactorily completes the initial training period.
