Position Title: Capital Projects Manager
Category: Full time, regular
Payroll Classification: Hourly, Exempt 
Location:  Cordova Administrative Office
Customary Work Hours: 8:00 – 5:00, Monday – Friday occasional weekend work
Supervisor's Title: General Manager

Basic Function: The incumbent will plan, direct, or coordinate, activities concerned with the construction and management of structures, facilities, and system projects. Participate in the conceptual development of a construction project and oversee its organization, scheduling, budgeting, and implementation ensuring project completion on time and within budget.

 

Primary Responsibilities: This position is responsible for identifying, planning and managing capital and construction projects at all PWSAC sites of operation. Supervisory level is long range administrative. The Capital Projects Manager conducts work independently in accordance with PWSAC plans and policies and goals within the project management scope.

 

Description of essential duties and responsibilities:

  • Develop recommendations for strategically planned capital projects and schedules to meet budget and production needs
  • Seeks external sources of funding when applicable
  • Plan, schedule, or coordinate construction project activities to meet deadlines
  • Evaluate construction methods and determine cost-effectiveness of plans
  • Oversee PWSAC’s RFP process, reviews bids, and provides a contractor recommendation to PWSAC senior management
  • Prepare contracts or negotiate revisions to contractual agreements with contractors and suppliers. Ensure all third parties and contractors are oriented and understand PWSAC rules and protocols before commencement of a project
  • Provide all necessary documents to PWSAC’s Finance Department for performing work such as W-9 and insurance certificates
  • Prepare and submit budget estimates, progress reports, or cost tracking reports
  • Interpret and explain plans and contract terms to PWSAC senior management
  • Direct or supervise construction and related or craft workers and contractors
  • Work with PWSAC management and contractors to discuss and resolve matters, such as work procedures, complaints, or construction problems
  • Study job specifications, blueprints, and other schematics to determine appropriate construction methods
  • Inspect or review projects to monitor compliance with building and safety codes, environmental or other regulations
  • Investigate damage, accidents, or delays at construction sites to ensure that proper construction procedures are being followed
  • Implement new or modified plans in response to delays
  • Develop or implement quality control programs
  • Requisition supplies or materials to complete construction projects while managing inventory to track materials and supplies
  • Perform, or contract others to perform, pre-building assessments, such as conceptual cost estimating, rough order of magnitude estimating, feasibility, or energy efficiency, environmental, and sustainability assessments
  • Apply for and obtain all necessary permits or licenses
  • Other duties as assigned

 

Knowledge, Skills, and Abilities:

  • Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, and other structures
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources
  • Knowledge of the practical application of engineering science and technology
  • Knowledge of subcontract management, risk management, schedule and cost control
  • Knowledge of local, State, and Federal regulations in respect to facilities, equipment, and employee safety
  • Skilled in positively motivating, developing, and directing people as they work
  • Skilled in active listening
  • Skilled in assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action
  • Strong ability to work in a team environment
  • Ability to work with a high degree of integrity, dependability, initiative, and attention to detail
  • Ability to arrange things in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations)
  • Ability to compile data into aggregate reports and charts
  • Ability to tell when something is wrong or is likely to go wrong
  • Ability to understand and communicate verbally and in writing
  • Excellent time management skill with proven ability to meet deadlines
  • Ability to travel and stay at remote projects for extended durations
  • Availability to receive and aid on-call, after-hour services either with direct or indirect involvement

 

Essential Functions:
Work performed both in an office and construction site setting, may be exposed to inclement and cold seasonal weather, turbulent water, and hostile wildlife. Must be able to move about freely; ability to lift and carry 35 pounds; ability to climb ladders, board small planes and boats and access tight spaces without assistance to inspect work; use telephones and computers unimpaired. Must be able to read, write, speak, and understand the English language. Must be able to hear and see to receive and give verbal and written instructions. The noise level in the work environment is usually mild, however may be occasionally high depending on the project. Must be able to work on computers and electronic devices.
