Job Summary
We are seeking a Program Evaluator to support program monitoring and evaluation efforts in Erie County, NY. The consultant will conduct on-site visits to hotels and short-term housing to ensure compliance with housing standards, policies, and regulations. Additionally, the consultant will promote service delivery that respects the cultural, social, and personal backgrounds of eligible recipients.
Responsibilities
- Conduct on-site visits to hotels and short-term housing facilities to monitor compliance with housing standards and regulations.
- Evaluate program operations and ensure eligible service recipients are receiving appropriate goods and services.
- Verify contractor staff have undergone appropriate background checks and meet regulatory requirements.
- Compile and submit monthly reports identifying areas of programmatic non-compliance to ACS.
- Ensure services are provided in a manner that respects the history, traditions, values, race, ethnicity, religion, immigration and refugee status, sexual orientation, gender identity, physical and cognitive abilities of recipients.
- Collaborate with ACS to align program evaluations with organizational goals and regulatory standards.
- Monitor adherence to contracts and ensure JFS service delivery meets established guidelines.
- Document findings and provide actionable recommendations for improvement based on site visits.
- Bachelor's degree in Social Work, Public Administration, Program Evaluation, or a related field.
- 3-5 years of experience in program evaluation, compliance monitoring, or similar roles.
- Strong understanding of housing standards, social services policies, and program evaluation methods.
- Familiarity with cultural competency and sensitivity in service delivery for diverse populations.
- Excellent analytical, organizational, and communication skills.
- Ability to work independently and conduct on-site evaluations.
- Proficiency in compiling detailed reports and identifying areas for improvement.
- Experience working with organizations serving immigrant and refugee populations.
- Knowledge of regulatory requirements for housing and social services programs.
