Job Summary

We are seeking a Program Evaluator to support program monitoring and evaluation efforts in Erie County, NY. The consultant will conduct on-site visits to hotels and short-term housing to ensure compliance with housing standards, policies, and regulations. Additionally, the consultant will promote service delivery that respects the cultural, social, and personal backgrounds of eligible recipients.

Responsibilities

• Conduct on-site visits to hotels and short-term housing facilities to monitor compliance with housing standards and regulations.
• Evaluate program operations and ensure eligible service recipients are receiving appropriate goods and services.
• Verify contractor staff have undergone appropriate background checks and meet regulatory requirements.
• Compile and submit monthly reports identifying areas of programmatic non-compliance to ACS.
• Ensure services are provided in a manner that respects the history, traditions, values, race, ethnicity, religion, immigration and refugee status, sexual orientation, gender identity, physical and cognitive abilities of recipients.
• Collaborate with ACS to align program evaluations with organizational goals and regulatory standards.
• Monitor adherence to contracts and ensure JFS service delivery meets established guidelines.
• Document findings and provide actionable recommendations for improvement based on site visits.
  
  

Qualifications

• Bachelor's degree in Social Work, Public Administration, Program Evaluation, or a related field.
• 3-5 years of experience in program evaluation, compliance monitoring, or similar roles.
• Strong understanding of housing standards, social services policies, and program evaluation methods.
• Familiarity with cultural competency and sensitivity in service delivery for diverse populations.
• Excellent analytical, organizational, and communication skills.
• Ability to work independently and conduct on-site evaluations.
• Proficiency in compiling detailed reports and identifying areas for improvement.

• Experience working with organizations serving immigrant and refugee populations.
• Knowledge of regulatory requirements for housing and social services programs.
  
  

This role is critical to ensuring that service delivery adheres to all guidelines and policies while addressing the unique needs of service recipients. The consultant must be based in or near Erie County, NY, to effectively perform on-site evaluations.
