Job Description
Manage, from award to close-out, prime contracts, subcontracts, consultant agreements, and procurements in diverse disciplines for several departments and Pro2Serve subsidiaries.
Monitor contractor performance through document review, independent research, communications, correspondence, and visits for compliance with applicable laws, delivery schedules, payment provisions, inspections and other requirements as stated in their contract.
Read and interpret contracts, procurement regulations, policy, law, and technical material and translate the guidance into recommended contract actions, memos to the file, decision memos, and other formal and informal direction and correspondence as required. Negotiate contract terms and conditions.
Present factual information clearly in written procurement memoranda, meeting minutes, and other contractual supporting documentation.
Provide support in the proposal preparation, contract negotiations, contract administration, contract close-out procedures, and other customer contract activities. Assist in the development of the statement of work and project schedules. Review estimates of materials, equipment services, production costs, performance requirements, and delivery schedules.
Provide Contract Administrator / Services in support of the PMO contract oversight, including the conduct of assessments and reviews, and participation in meetings and contract discussions / debriefs.
Review and analyze subcontract consent packages and make recommendation to grant or withhold subcontract consent with appropriate supporting documentation.
Perform cost or price analysis on proposals that involve contract changes, indirect rate agreements, direct costs, overheads, profit / fee, and settlements. Execute modifications to contracts and agreements.
Monitor contractor's financial condition, compliance with labor and industrial relations matters, use of Government property, and small and minority business mandatory subcontracting programs.
Make recommendations on contractor compliance with Cost Accounting Standards and Disclosure Statements.
Analyze and develop recommendations for contractor requests for equitable adjustment, claims and settlements.
Review cost reports and vouchers / invoices for allocability, allowability and reasonableness. Works closely with Accounts Payable to make funding adjustments. Processes purchase orders, coordinates material delivery, and works closely with Accounts Payable to solve complicated billing matters.
Analyze actual and estimated costs for reasonableness, reviewing in detail the significant direct and indirect cost elements of material, labor, overhead, general and administrative expenses, facilities, engineering, special tooling, packaging and packing, transportation, and other costs which extend over the life of the contract. Provide detailed documentation on the contractor's methodology in arriving at the proposed cost of each element and recommend agreement or disagreement with the proposed amount. Provide recommended pre-negotiation pricing and negotiation position and / or final negotiation objectives. Analyses generally provide input into the basis of the final price negotiation position for such elements and costs.
Review technical and audit reports on various cost elements, such as engineering, start-up-labor, performance bonding, escalation factors, and profit to determine the reasonableness of the various cost elements or justified exceptions in terms of such factors as risk, extent of Government assistance, problems of capital investment, and extent of subcontracting. Prepares a price / cost analysis report of conclusions reached.
Develop and maintain tools and systems for tracking current and planned workload through completion.
Capture given and or acquired data / information in an appropriate form to enable analysis and or produce reports. Provide elemental level analysis of data trends, anomalies or variances within the captured data.
Job Requirements
Position typically requires a Bachelor Degree and 4-6 years of previous work experience. A person without a Bachelor Degree can substitute 4 years of previous work experience for educational requirements. Must be familiar with government contracting requirements.
Must have experience with cost reimbursement contracts.
Preferred Job Requirements
Specialized knowledge of cost and price analysis principles and techniques, and of business and industry principles, sufficient to analyze cost elements on a wide range of contract proposals or modifications
A DAWIA / FAC-C Level III Certification in Contracting or equivalent
Experience as a warranted Federal Contracting Officer
Knowledge of economic, statistical, accounting and financial analysis principles and techniques (e.g. random sampling, learning curves, and computerized cost models)

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
