Summary

This position is located in the Department of Health and Human Services, Program Support Center, Real Estate Logistics and Operations Support (RLO), Office of Physical Security and Emergency Management (PSEM), located in Rockville, Maryland.

    Duties

    This position serves as a Physical Security Specialist assisting in the development, coordination, direction and assessment of a department wide physical security program. The individual selected for this position develops and implements department wide policies, procedures and methods for identifying and protecting information, personnel, property, facilities, operations and materials. The incumbent supports the development and execution of Facility Security Plans and may develop training, briefings, issue papers, or other products to advise management and employees on physical security process and procedures.

    Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

    Specialized Experience, GS-11 :

    You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing each of the following duties listed below :

  • Recommending the installation of various security equipment; and,
  • Conducting physical security inspections to evaluate the impact of security vulnerabilities; and,
  • Preparing reports of security deficiencies and recommendations.
  • OR Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or, LL.M., if related; or a combination of the required experience and education for this grade level.

    Specialized Experience, GS-12 :

    You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below :

  • Using a wide range of security concepts, principles, and practices to analyze and resolve difficult and complex security problems.
  • Operating access control systems (such as electronic badging systems, personnel access controls, physical monitoring equipment) to protect personnel, equipment, facilities, and information.
  • Preparing reports, briefings, correspondence to communicate security policy or guidance.
  • Handling a variety of state-of-the-art security equipment and devices such as fencing variations, a variety of alarm and detection devices, closed circuit television systems, and / or locking devices for doors, windows, vaults, and gates.
