Role Overview
The Program Manager is a leadership position responsible for the operational success, quality, and alignment of Project HOPE’s three program areas. The role requires a strong foundation in nonprofit management, program evaluation, data analysis, and state reporting compliance.
This position bridges the program teams and executive leadership by ensuring that:
• Programs meet performance metrics (KPIs), funding requirements, and compliance standards.
• Data is accurately tracked, analyzed, and reported to state and city agencies (EOHLC, DESE, and others).
• Staff are trained in Salesforce, case management systems, and program reporting tools.
• Cross-departmental collaboration fosters efficiency, consistency, and data-informed improvements.
The Program Manager serves as the department's internal operations and performance lead. As department managers are hired, the Program Manager will transition from direct staff supervision to departmental oversight.

Key Responsibilities
Data-Driven Program Oversight & Compliance
• Ensure alignment with Massachusetts EOHLC, DESE, and other funder reporting requirements.
• Lead data management, analysis, and reporting using Salesforce, LACES, and state-mandated systems.
• Implement standardized program evaluation metrics (KPIs) across all departments.
• Ensure timely and accurate reporting of program outcomes, performance indicators, and compliance audits.
• Collaborate with Learning, Evaluation & Compliance to maintain funding transparency and grant reporting accuracy.
• Monitor quality assurance, operational consistency, and service delivery efficiency through data analytics.
Staff Leadership & Systems Alignment
• Directly supervise program staff.
• Oversee the hiring, onboarding, and professional development of program personnel.
• Lead Salesforce training and ensure staff can input and track data effectively.
• Establish clear performance benchmarks and oversee staff evaluations, coaching, and training.
• Foster a collaborative team culture that prioritizes data-informed decision-making.
Financial & Budget Management
• Partner with the Finance Department to oversee program budgets, expenses, and financial planning.
• Ensure programs adhere to financial guidelines and grant requirements.
• Work with the Development team to support grant applications, funding proposals, and donor reporting.
• Track budget allocations for workforce training, housing assistance, and family childcare support.
Cross-Departmental Coordination & Operational Strategy
• Serve as the primary liaison between program teams and the Executive Director, ensuring department alignment.
• Lead cross-departmental meetings to improve efficiency, reporting accuracy, and strategic planning.
• Standardize operational procedures for better program performance tracking and service coordination.
• Identify opportunities for program expansion, leveraging state funding trends and workforce needs.

Minimum Qualifications
• A bachelor’s degree (public administration, social work, business management, or a related field in nonprofit management or data analytics) is required.
• 5 years of experience in program management, preferably in housing services, workforce development, adult education, or childcare initiatives.
• 3 years of direct staff supervision, leading multi-functional teams.
• Expertise in Salesforce, LACES, and state-mandated reporting systems.
• Proven experience with Massachusetts EOHLC, DESE, FLSI, and grant compliance reporting.
• Strong budget oversight and financial compliance skills in nonprofit settings.
• Proficiency in data analysis, program evaluation, and performance tracking.
• Cultural humility and a deep commitment to racial and economic justice.
Preferred Qualifications
• Master’s degree in business administration, Public Administration, Nonprofit Management, or Social Work
• Bilingual (Spanish, Haitian Creole, Portuguese, or Cape Verdean Creole) preferred.
• Familiarity with Massachusetts workforce development initiatives and early education funding streams.
• Experience leading teams through organizational change or growth.
