This position is contingent upon grant funding.
PURPOSE STATEMENT:
Under the direction of the Executive Director and/or designee, the Program Manager will be responsible for overseeing the planning, implementation, and evaluation of programs and initiatives in line with the organization's mission and strategic goals. The ideal candidate will have strong leadership skills, exceptional project management abilities, and a passion for driving positive change in the community.

This person plays a crucial role in designing, implementing, and facilitating various programs and initiatives aimed at achieving the organization's mission. This person will possess exceptional interpersonal communication skills and be able to identify warning signs in clients and provide effective interventions and emotional support. ESSENTIAL FUNCTIONS, DUTIES, AND TASKS:

- Attend and represent Project Joy at regional and internal meetings for planning and strategic implementation of program components. E
- Follow Project Joy’s policies and procedures with respect to the assigned program, prepare forms and control paper flow to assure proper communication and coordination of assigned activities. E
- Network with local employers to assist in building our pipeline of hiring employer partners. E
- Develop and execute comprehensive program strategies and work plans that align with the organization's mission and objectives. E
- Lead and manage a team of program staff, providing guidance, support, and mentorship to ensure program success. E
- Oversee all aspects of program implementation, including setting goals, establishing timelines, and allocating resources. E
- Monitor program activities and progress, ensuring adherence to program goals, timelines, and budgetary constraints. E
- Collaborate with stakeholders, partners, and community organizations to build strategic alliances and maximize program impact. E
- Evaluate program effectiveness and outcomes, using data-driven insights to identify areas for improvement and inform decision-making. E
- Prepare and present program reports to senior management, the board of directors, and funders, highlighting achievements, challenges, and recommendations. E
- Manage program budgets, monitor expenditures, and seek opportunities for securing additional funding or resources. E
- Ensure compliance with all applicable laws, regulations, and contractual requirements governing program activities. E
- Stay informed about emerging trends, best practices, and policy changes relevant to the organization's program areas, and integrate new knowledge into program design and implementation. E
- Performs other related duties as assigned for ensuring the efficient and effective functioning of the organization, including various mandatory training. E

JOB QUALIFICATION/REQUIREMENTS:
Must have cultural intelligence as evidenced by shared lived experience and background living and/or working in the primary cultures and communities served by Project Joy. Demonstrated understanding of adult learning principles and experience in delivering training or educational programs. Familiarity with program evaluation methodologies and the ability to collect, analyze, and interpret data. Proficiency in using technology tools and platforms for program management, virtual facilitation, and data tracking. Lived experience related to systems of housing, poverty, child welfare, juvenile justice, education and/or health, desirable. Passion for the organization's mission and a commitment to social justice and community empowerment. Willing to be cross-trained and assist in other Project Joy programs when needed.
EDUCATION AND EXPERIENCE
Bachelor’s Degree in a related field (i.e., social work, psychology, public health, political science and related or equivalent) Related work experience in the “helping professions” desirable.
LICENSE(S) REQUIRED:
Valid, current California Driver’s License with current automobile insurance. Must have and maintain a clean driving record acceptable to the organization’s insurance company. Must have immediate access to his or her vehicle during work hours.
CERTIFICATIONS AND TESTING REQUIRED:
After offer of employment, obtain:
Criminal Justice and FBI Fingerprint Clearance
Peer Specialist Certification desirable
Mandated Reporter certification
Mental Health First Aid certificate
CPR certified
