Our client is a nationwide Engineering firm who specializes in Electrical, Instrumentation, and Controls Systems Engineering. They are a progressive firm who is now adding Project Procurement services on larger project pursuits.
They are seeking a PROJECT PROCUREMENT MANAGER for a DIRECT HIRE opportunity in Houston, TX.
This role will require the successful candidate to manage all aspects of our project procurement process. This will include conducting sourcing for project supply chains, procure equipment and/or bulk materials, and support assigned projects across the US. Currently, the main focus of the project work involves specialty electrical engineering projects, however, the long-term plan is to grow the ‘Procurement Group’ in other specialty areas. The PPM will further develop and optimize procurement processes while meeting customer project specifications and delivery schedule requirements. The PPM will be responsible for the successful implementation and long term management of a yet to be determined procurement management software product.
Primary Responsibilities
· Conduct Bid Opening, prepares Bid Ranking, prepares bid clarification request, and issues award to selected bidder(s)
· Works with the Engineering team to prepare specifics for RFQ and Bid Tenders end-to-end
· Coordinates meetings and negotiation with selected bidders and clients to understand sourcing requirements, bottlenecks and troubleshooting.
· Management of special procurement challenges such as sole sourced products, equipment and materials
· Prepares the purchase orders to be issued
· Provides the order tracking from beginning to end, and both internal and customer facing reporting
· Expediting activities to ensure on-time delivery and reporting
· Recommends solutions and proposed changes as needed
· May assist in orienting, training and checking work of less experienced team members
· Monitors contract quality, cost and performance and report to management
· Work closely with the Contracts Team on contract matters with some cross-training functions
· Ability to work independently with minimal supervision
· Provide after-hours support in limited cases as required
· No supervisory duties of other staff required
Experience
· Demonstrates complete understanding of project procurement process and terminology, commercial terms, applicable laws and regulations, and the company’s policies and procedures.
· Experience with bid valuations and provide purchase recommendations
· Knowledge of Downstream, Midstream, Refinery Oil & Gas
· Experience in reviewing and negotiating contract terms, and risk management related to sourcing and supply chain management
· Understanding of commercial terms, standard procurement procedures and related Company polices
Minimum Requirements
· 8 years in procurement or supply chain, preferably in oil and gas or related energy industry
· 5 years as lead or higher of a group or team for procurement or supply chain
· Experience in reviewing and negotiating contract terms, and risk management.
· Knowledge of procurement tools and quality processes, including Ariba, SAP, Oracle
· Sense of urgency & inquisitive
· May need to travel to attend business related matters 10-25%
