The project is located at Fredericksburg and Spotsylvania National Military Park and Cemetery (FRSP) in Fredericksburg, Virginia. This project involves pavement preservation to visitor use roads. The work will be performed on Grants Dr. West (1.6) miles, Burnside Dr. (1.4) miles, River Road (0.08) miles, Chatham Lane (.59) miles, Hill-Ewell Dr. (3.35) miles, Hooker Dr. (.53), Berry-Paxton Dr. (.45), Slocum Dr. (.8), Anderson Dr. (.74), Gordon Dr. (.71) miles and McLaws Dr./Furnace Rd./Sickles Dr./Stuart Dr./Bullock Dr.(4.69)miles, Jackson Shrine Rd. All work will be performed by contract labor. Contractor will prepare the park’s roads and parking lots surfaces by sealing cracks and patching holes. Chip Seal/Micro Surfacing material will be applied to all of the roadways. The parking areas will be restriped. Approximately 3/4 inch to 1 inch of pavement overlay will be completed on the paved roads and parking lot areas to preserve the current pavement. All roads, parking lots, crosswalks and currently marked striping will be redone after the pavement overlay is completed

Responsibilities and Duties:
- Pavement preservation work including chip seal, asphalt paving, earthwork, storm drainage, and other heavy civil construction
- Provide technical assistance and support to CO during construction
- Read, interpret and understand the construction contract plans and specifications
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site
- Document issues encountered and problems experienced with the construction contractor
- Review contractor's baseline and progress schedules
- Draft project related correspondence for NPS to review
- Understand and document inspections during and post construction as well as mock-up inspections
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards
- Deliver reports, reviews, evaluations, design work, etc. to CO
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up
- Minimum of 5 years’ experience with the three phases of onsite control found in the NPS Division One Specification section 01 40 00 paragraph 3.2
- Completion of a state approved training or certification program concerning erosion prevention and sedimentation control with respect to construction stormwater discharges as regulated by NPDES. Professional civil engineer/landscape architecture licensure can substitute for this requirement.
- American Traffic Safety Services Association (ATTSA) issued (or State DOT approved equivalent) Traffic Control Supervisor certification or professional engineer’s license in civil engineering.
- Paving and construction practices including sampling and testing requirements as identified in the attached plans and specification. Relevant certifications with mix designs, inspections of, and testing of asphalt pavement preferred
- Minimum of OSHA 30-hour construction safety training preferred
- Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications
- Ability to evaluate payment requests
- Ability to read and interpret plans, schedules, and other specifications
- Written and verbal communication, problem-solving, and conflict resolution skills
- Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized
- Ability to maintain a valid driver's license
- Ability to communicate effectively with a diverse range of individuals
- Ability to multi-task and prioritize in a fast-paced work environment
- Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance
- Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports
