Project/Position Overview:
The construction requirement is to rehabilitate a historically significant, 2-story, 5,000 sf home that has been vacant for more than 10 years. The project will begin to address significant findings documented in a 2012 Historic Structures Report for The Grange. The work includes removal of hazardous materials, replacement of existing plumbing, electrical, and HVAC utilities and systems, rehabilitation and repair of interior and exterior windows, doors, ceilings, walls, floors, stucco finish, and foundation, replacement of asphalt shingles and flat roof coverings, install of missing gutter/downspout system, installation of fire prevention and intrusion systems, and install of ADA ramps, etc. to enhance accessibility around and into the building.
Responsibilities and Duties:- Manage the replacement of outdated plumbing, electrical, and HVAC systems to meet modern standards while maintaining historical integrity.
- Oversee the rehabilitation and repair of interior and exterior walls, ceilings, floors, and stucco finishes.
- Supervise the replacement of asphalt shingles and flat roof coverings to restore the building’s weatherproofing.
- Ensure the installation of a missing gutter and downspout system to improve water drainage and protect the structure
- Oversee the safe removal and disposal of hazardous materials as part of the rehabilitation process.
- Provide technical assistance and support to CO during construction.
- Read, interpret and understand the construction contract plans and specifications
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractor's baseline and progress schedules.
- Draft project related correspondence for NPS to review.
- Understand and document inspections during and post construction as well as mock-up inspections
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards
- Deliver reports, reviews, evaluations, design work, etc. to CO.
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
- Education and professional qualifications related to construction, architecture, and engineering.
- 5 years related Construction Management Experience.
- Plumbing, electrical, and HVAC and construction practices, including adherence to relevant industry standards, regulations, or codes, cost estimation and breakdown, negotiation, and technical writing.
- Minimum of OSHA 30-hour construction safety training preferred.
- Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
- Ability to evaluate payment requests
- Ability to read and interpret plans, schedules, and other specifications.
- Written and verbal communication, problem-solving, and conflict resolution skills
- Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized
- Ability to maintain a valid driver's license.
- Ability to communicate effectively with a diverse range of individuals.
- Ability to multi-task and prioritize in a fast-paced work environment.
- Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance.
- Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports.
