Responsibilities:
- Provide acquisition and procurement expertise, capability, support, and guidance.
- Responsible for providing support that include the development, maintenance, and communications on all of the statutory and regulatory documents as defined by the appropriate DOD instructions.
- Provide studies, analyses, scenarios, and reports that advise the best actions as well as interpreting results from studies, analyses, scenarios, and reports.
- Responsible for analyzing and evaluating (on a quantities and qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
- Contribute to budget strategy and develop and maintain financial spreadsheets and databases, including budgets and spend plans.
- Perform financial analyses of program budgets and execute budget planning activities in order to achieve business management objectives.
- Analyze financial management reports and business processes to determine enhancements and efficiencies needed to improve business management performance.
- Gather requirements to assist the client with performing cost analysis for acquisition packages.
- Assist with the development of viable financial spend plans and monitor the execution of financial spend plans, including reimbursable funds and their impact against resources.
- Validate execution of funds, analyze liquidations, obligations and unliquidated funds.
- Research unliquidated obligations and prepare the documentation to clear previous year ULOs.
- Apply cost expertise in the areas: requirements generation process; planning, programming, budgeting, and execution (PPBE) process; and program life cycle.
- Periodically provide reports and briefings to stakeholders, interpreting and translating complex financial analysis and clearly articulating assumptions and recommendations
- Respond to data calls.
- Other duties as assigned.
Qualification Requirements:
- Bachelor's degree (preferably in a financial or business discipline) plus 5 years of relative experience.
- Familiarity with the Office of the Secretary of Defense (OSD) Guidance, Department of Defense (DoD) Financial Management Regulation (FMR) and Office of Management and Budget (OMB) Circular No. A-11
- Familiarity of current DoD budgetary principles and their associated operational impact
- Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and/or Military services
- Experience writing and or researching within DoD Appropriations and budget documents
- Experience with the execution DWCF and Appropriated funding
- Excellent written communication skills
- Expert level user of Microsoft Office Software and SharePoint

Pay: $111,982.00 - $115,000.00 per year
