Overview
Employees in this classification are responsible for the analysis, design, and implementation of projects utilizing computer systems at the Property Appraiser of Miami-Dade County. The candidate will be gathering business requirements and assisting in the development of software programs to interface with in-house developed systems and vendor systems. Responsibilities include analysis, designing, developing system specifications, and programming.
Additional duties include assisting a team of systems analysts and programmers assigned to development projects. Employees utilize property appraisal business knowledge, trade skills, knowledge of computer capabilities, and programming experience in the design of systems to meet the complex requirements of the property appraisal process. General supervision is received from a technical superior who evaluates completed systems work for quality of results and achievement of objectives.
Required Skills and Qualifications
Completion of 60-semester credits in an information technology field or completion of an information technology certification program. One year of programming and systems analysis experience is preferred. Additional programming and systems analysis experience may substitute for the required education on a year-for-year basis.
Preferred job skills include gathering business requirements and programming with Microsoft development products such as .net, C#, Visual Basic, SQL, and TFS, or ESRI products such as ArcSDE, ArcIMS, and ArcGIS Server.
Key Responsibilities include but are not limited to the following:
- Meets with IT management and staff to discuss various business operational needs, problems, and goals susceptible to computer systems solutions; discuss and evaluate management needs, objectives, and goals.
- Assists in the analysis of PA software application and operational problems with vendor representatives; applies modifications to vendor software to correct problems; provides technical advice and assistance to operational personnel.
- Assists with the development of design objectives and systems specifications; prepares documentation stages and coordinates work with programming staff; analyzes systems logic difficulties.
- Assists with the implementation of test plans, develops/conducts end-user training, compiles, composes and assembles system documentation, assists with tracking o project timelines and implementation plans.
- Performs related work as required.

- Knowledge of the principles and practices of system analysis and design.
- Knowledge of computer programming as related to the job.
- Ability to implement a project through the development life cycle.
- Basic understanding of the capabilities of computer hardware and software.
- Basic knowledge of specific computer systems within the areas of assignments.
- Ability to develop business process flows, system flows, SWIM diagrams, and decision tables.
- Ability to evaluate and document user informational requirements.
- Ability to develop systems to meet management needs on a timely basis.
- Ability to express ideas clearly and concisely, verbally and in writing.
