Business Analyst 3 (BA3) Electronic Health Records (EHR) Project
Location : Harrisburg, Pennsylvania (Local Candidates Only)
Position Type : Contract (Through 12 / 31 / 2025)
Work Arrangement :
- Telework permitted via Virtual Private Network (VPN).
- An on-site presence in Harrisburg, PA, may be required based on PMO and program area needs.
- Workspace will be provided when working on-site.
Summary :
Business Analyst 3 (BA3) will play a key role in supporting the Electronic Health Records (EHR) project for the Bureau of Community Health Systems (BCHS). This senior-level position will be responsible for gathering and analyzing business requirements, assessing EHR procurement options, and developing cost estimates for budgeting. The BA3 will also contribute to building a proposal for securing funding for the EHR / EMR implementation.
The ideal candidate will have specialized experience in Electronic Health Records (EHR), health informatics, and health IT, with expertise in requirements analysis, workflow documentation, test case planning, and project coordination.
Key Responsibilities :
Lead requirements gathering and identify gaps in existing business processes.Collaborate with Subject Matter Experts (SMEs) to develop clinical workflow charts and system capabilities documentation.Serve as a thought leader in improving business processes and driving efficiency.Conduct quality assurance (QA) evaluations at each stage of system development.Define user requirements to ensure system usability and efficiency.Work with the testing team to provide SME input and assist in testing activities.Assist in developing training documentation and conducting training sessions as needed.Maintain project documentation on SharePoint.Submit weekly timesheets in VectorVMS and provide personal status reports.Required Qualifications :
7 years of experience in business analysis, particularly in health IT, EHR, and clinical systems.Strong background in requirements gathering methodologies and documentation.Experience conducting Facilitated Workshops for requirements analysis.Expertise in creating workflows using Business Process Modeling Notation (BPMN).Ability to develop :Business Requirements (Project initiation, objectives, and quality measures).
Functional Requirements (System processes and specifications).User (Stakeholder) Requirements (Design, development, and test case formulation).Quality-of-Service (Non-Functional) Requirements (Performance, scalability, security, usability).Report Specifications (Purpose, attributes, ownership, runtime parameters).Requirements Traceability Matrix (Tracking requirements across project stages).Strong organizational and writing skills.Proficiency in Microsoft Office, Microsoft Visio, SQL queries, and software design tools.Experience in statistical analysis and data evaluation.Ability to develop graphical representations of complex business processes.Preferred Qualifications :
Business Analyst certification (e.g., IIBA certification).Bachelor's degree (4-year college degree) or equivalent experience.Prior experience working on large-scale health IT projects with multiple stakeholders.Ability to work independently and quickly ramp up in a fast-paced environment.Additional Information :
The Department of Health (DOH) will provide all necessary hardware, software, network connection, and VPN access.Expenses for teleworking, travel, or parking are not reimbursed by DOH or HHS Delivery Center.
