Description

SUMMARY:
The Human Resource Generalist is responsible for recruiting, onboarding, training, and overseeing employee benefits and compensation. This role manages payroll processing, coordinates benefits and claims, supports safety initiatives, and develops strategic programs to enhance human resource functions across the District. This is a full-time, exempt position averaging 40 hours per week, with occasional evening, weekend, and holiday work required.
IMMEDIATE SUPERVISOR:
The Human Resource Generalist will report directly to the Superintendent of Finance.
SUPERVISION EXERCISED:
The Human Resource Generalist has no supervisory responsibilities.
ESSENTIAL FUNCTIONS:
  • Manages employee recruitment, onboarding, performance evaluation process and training related to personnel practices, policies, and procedures.
  • Posts job advertisements and manages applicant tracking.
  • Conducts the offboarding process, including temporary leaves of absence.
  • Processes payroll and maintains employee records with third-party payroll services.
  • Perform pre-employment and volunteer background checks, including credential verification, criminal records, and driver abstracts.
  • Processes data for new hires, including certifications, benefits, deductions, and other employment status changes, and coordinates the issuance of apparel and ordering of business cards.
  • Responds promptly to internal and external applicant inquiries.
  • Manages pretax medical insurance plans and oversees funding of pension and 457 plans.
  • Coordinates benefits administration, including health program communication, annual open enrollment planning, and implementation of benefit changes.
  • Serves as the primary contact for basic health program questions and manages employee enrollments.
  • Oversee wellness initiatives by coordinating District wellness decisions and communicating them to staff.
  • Plans and manage staff activities throughout the year, including the annual holiday party, with support from committees and staff.
  • Assists the Safety Coordinator with organizing district-wide safety activities and trainings, including staff communication and tracking completion.
  • Prepares and submits data for PDRMA Workers' Compensation Audits.
  • Ensures accurate reporting and investigation of accidents/incidents through training and follow-ups.
  • Performs work permit and I-9 audits
  • Coordinates and submits workers' compensation and property/casualty claims to the risk management agency; monitors claim status until closure.
  • Administers personnel procedures and policies for all district staff; assist in developing and updating the Personnel Manual.
  • Troubleshoots and resolves time clock technology issues.
  • Maintains confidential personnel, health program and payroll records.
  • Investigate employee issues and conflicts, assisting with resolutions.
  • Ensures compliance with local, state, and federal employment regulations, including OSHA and labor laws.
  • Represents the District at recruiting events (e.g., job fairs), promoting District job opportunities.
  • Conducts wage and salary surveys by collecting and analyzing compensation data.
  • Collaborates with hiring managers to create, review, and update job descriptions regularly.
  • Enhance professional development by attending conferences, meetings, and workshops.
  • Responds to HR and payroll-related Freedom of Information Act (FOIA) requests within the required legal period.
  • Performs other duties as assigned.

Must possess mastery of speaking to both small and large audiences to perform trainings and presentations. Excellent organizational skills and able to work independently and pay attention to detail. Excellent interpersonal, negotiation, and conflict resolution skills. The ability to organize, prioritize and manage a variety of different tasks and matters at the same time with a sense of urgency. Ability to cooperate and partner with all Park District departments. Ability to operate office equipment including, but not limited to, computer, printer, copier, and telephone voicemail system Ability to work with the public and all staff. Ability to consistently prioritize work and meet deadlines. Demonstrates enthusiasm and reliability.
PHYSIOLOGICAL CONSIDERATIONS:
Sitting, standing, typing, walking frequently; reaching, handling frequently, balancing, stooping, kneeling frequently; lifting up to 25lbs.; pushing, pulling; climbing; driving to meetings, programs, special events, and conferences.
ENVIRONMENTAL CONSIDERATIONS:
Duties typically performed indoors during all seasons of the year. Varying conditions may include indoor lighting and temperature, outdoor elements, and potential exposure to chronic infectious diseases. There is occasional exposure to outdoor elements when in transit to and/or participating in meetings, programs, special events, and conferences.

Proficient verbal, written and math skills are essential, as well as: Organizing and planning, problem solving, good judgment, critical thinking, communication, presentation skills, integrity, coaching, persuasive ability and adaptability; display of professionalism in maintaining confidentiality
SALARY RANGE:
We offer competitive compensation with a starting salary of $67,467 ( DOQ) based on experience and qualifications. The full salary range for this position is $67,467 - $80,960.
BENEFIT PACKAGE:
Our benefit package includes medical, dental, vision, life insurance, 457 plan, IMRF pension, vacation, holidays, sick time, and personal days.

 

Qualifications


QUALIFICATIONS:
  • Bachelor’s degree in human resources, labor relations, organizational development, business, or a related field preferred; equivalent relevant work experience may be considered.
  • Minimum of three years of experience in human resources required.
  • Valid Illinois driver’s license required
  • CPR/AED certification required within 60 days of hire required.
  • Proficiency in Microsoft Office required.
  • Previous experience in human resources within Park District setting using payroll software (Paycom preferred).
  • Human resources certification preferred (e.g., HRCI, PHR, CP/SCP, SHRM-SCP, SHRM-CP, SPHR).
