Primary Purpose:
Oversee the district’s position control system, ensuring that all positions are accurately tracked and accounted for in compliance with district policies, state guidelines, and budgetary constraints. Ensure the efficient operation of position management and reporting for the district's HR and Business Services Departments. Manage the creation, distribution, and maintenance of workday calendars for district staff, oversee the HR side of PEIMS data reporting, and supervise and train the Position Control Specialist to support district operations.
Qualifications:
Education/Certification:
Bachelor’s degree in Business Administration, Finance, Human Resources, or related field
Special Knowledge/Skills:
In-depth knowledge of Texas school finance, position control practices, and PEIMS data reporting requirements
Strong analytical, organizational, and problem-solving skills
Excellent written and verbal communication skills
Ability to work with confidential and sensitive information
Proficiency in Microsoft Office Suite (especially Excel)
Strong attention to detail and accuracy
Ability to work independently and as part of a team
Strong interpersonal skills with the ability to work effectively with district staff at all levels
Ability to manage multiple tasks and meet deadlines in a fast-paced environment
Experience:
At least 3-5 years of experience in position control within an educational setting
Experience with PEIMS reporting and data management in Texas public schools preferred
Strong experience with data management and HRIS software
Major Responsibilities and Duties:
Position Management & Staff Planning
1. Oversee the creation, maintenance, and updates of all position control records for the district, ensuring accuracy and timeliness of information.
2. Oversee and coordinate the staff planning module within the HRIS system, including the management of year-end and start-of-year processes to ensure smooth transitions and accurate data handling.
3. Develop, manage, and distribute as required district-wide workday calendars for various employee groups to reflect contract periods, holidays, professional development days, and other work-related schedules.
PEIMS Data Reporting, Compliance, and Deadlines
4. Ensure the accurate entry and reporting of position control data in the PEIMS system, including staff data, position codes, and staffing allocations, in compliance with state reporting requirements.
5. Conduct audits of PEIMS position information at the beginning and midpoint of the school year to ensure the accuracy and completeness of staff and position data for PEIMS snapshot submissions.
6. Work in connection with District PEIMS staff to ensure that all position control-related PEIMS submissions are accurate and submitted within state-imposed deadlines.
7. Review and verify PEIMS-provided Human Resources snapshot reports for accuracy.
8. Ensure compliance with district policies, federal and state regulations, and auditing standards regarding position control and PEIMS data reporting.
Coordination & Collaboration
9. Partner with the Business Services Department as needed to monitor positions, ensuring alignment with budgeted staffing allocations and financial plans.
10. Work closely with HR, Business and Technology teams as needed to ensure smooth integration of position control data, PEIMS information, and other HRIS and financial systems, promoting consistency and accuracy across all platforms.
Data Analysis and Reporting
11. Prepare and analyze reports related to staffing, position control, and PEIMS data for HR, Business, and district leadership as requested. Provide recommendations for improving position management efficiency.
Training, Support, and Process Improvement
12. Provide comprehensive training and ongoing support to staff involved in position control processes. Ensure effective cross-training to promote a collaborative work environment, minimize knowledge gaps, and ensure all staff members are well-informed and aligned in their understanding of position control operations.
13. Continuously evaluate and implement improvements to position control processes, PEIMS data entry, and related systems for enhanced efficiency and accuracy.
