Primary Purpose:
Assist the Purchasing Director in the coordination and management of all purchasing activities of the district. Ensure compliance with applicable state and federal laws and regulations governing school district purchases of goods and services.
Qualifications:
Education/Certification:
Bachelor’s degree in business or accounting preferred
Special Knowledge/Skills:
- Knowledge of competitive bidding statutes and purchasing procedures
- Knowledge of accounting and auditing principles
- Proficiency skills in keyboarding and file maintenance
- Ability to work with numbers in an accurate and rapid manner
- Ability to use software to develop spreadsheets, databases, and do word processing
- Ability to supervise personnel
- Effective organizational, communication, and interpersonal skills
Experience:
Minimum of three years professional-level purchasing experience in Texas public school or other Texas government procurement required
TASBO or NIGP Certification (preferred)
Major Responsibilities and Duties:
Purchasing
1. Assist in purchasing the necessary items and services to facilitate instruction and operation of the District.
2. Assist the Director of Purchasing with overseeing and coordinating the activities of the Purchasing Department and provide administrative leadership and supervision.
3. Assist with the development and implementation of the Purchasing Department operating policies and procedures.
4. Assist with preparation of all bidding documents, including notice and instructions to bidders, specifications, and form of proposal.
5. Oversee the District travel and p-card programs.
6. Administer/Manage the District’s agreements with all “big box” vendors.
7. Administer/Manage the District’s service agreements and contracts.
8. Assist with purchase order approvals and help monitor all purchase requisitions to ensure accuracy of information, calculations, and coding.
9. Manage the District’s purchasing cooperative rebate programs.
10. Utilize effective communication skills; ensure that all interactions are supportive, courteous and respectful.
11. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the Purchasing Department.
Personnel Management
12. Select, train, evaluate, and supervise auxiliary and clerical purchasing staff and make recommendations relative to assignment, retention, discipline, and dismissal.
13. Assist in the recruitment, employment, and assignment of purchasing employees.
14. Provide training for purchasing employees and district staff as appropriate.
Administration
15. Remain current in the field of Texas public school procurement.
16. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including auditable accounting records.
