This position manages agency-wide reporting, evaluation, and outcomes development for Prosper Portland projects and programs, ensuring the agency is monitoring and delivering on its objectives that work to create and sustain equitable prosperity for all Portlanders. This position uses data, metrics, and reporting to develop and analyze outcomes, measure progress, improve effectiveness, and inform future agency decision-making.
Functions and Responsibilities
•Leads data, metrics, and outcomes development, measurement, and analysis for projects and programs.
•Works collaboratively across the agency to establish, refine, prepare, and report on metrics, performance indicators and/or outcomes.
•Leads the process to streamline data, metrics, and outcome gathering and reporting.
•Leads agency to develop, manage, and implement evaluation strategies for programs and projects that improve processes and outcomes.
•Manages a calendar of reporting obligations for the agency’s projects and programs.
•Prepares, manages, and supports the development of presentations, technical reports, and other visuals to communicate data, findings, and outcomes.
•Centers racial equity in analyses and projects, taking into consideration people’s overlapping identities and experiences to understand the underlying complexity of data analysis, framing, reporting, etc.
•Provides strategic guidance and advises teams on best practices related to outcomes and reporting.
•Performs and maintains data entry for reporting and auditing purposes. Ensures data integrity.
•Designs, develops, and manages systems for data management, tracking, and compliance.
•Utilizes and maintains content for web-based platforms to showcase real-time outcomes and metrics.
•Supports the development of racial equity accountability measures in program delivery. Provides technical assistance to project teams on best practices of collecting demographic data.
•Develops and shares information and findings to staff, management, the Board of Commissioners, City Council, and other stakeholders.
•Makes recommendations and participates in process and system improvements; coordinates or assists with their implementation.
•Assists in the development of strategic planning efforts.
• Manages contracts with consultants, vendors, and city bureaus for agency projects or specific research
initiatives.
• Participates/collaborates in the creation and implementation of city-wide performance measures.
• Trains staff on process, policy, and the use of associated software systems related to scope of work.
• Supports the department on special projects, committees, and other relevant duties as assigned.

• Position performs a variety of work functions and a varied scope of work and makes decisions and
recommendations that are critical to inform the strategic decisions of the agency and accurately
showcase the agency’s impact. Work may have significant fiscal, political, legal, and operational impact. Accuracy and integrity of data is integral.
• Position has no direct supervision; however, position may oversee the work of consultants, contractors,
temporary contract workers, and/or student staff.

Minimum Education, Training and/or Experience:
•Six years of experience in leading business metrics, monitoring and compliance, qualitative and quantitative reporting, analytics, or program design and evaluation.
•An Associates, Bachelor’s, or Master’s degree in a related field will substitute for up to one year of experience.
Physical Requirements
Position requires ability to remain in a stationary position for extended periods of time along with the ability to
frequently move throughout the office. Position often uses a computer and other standard office equipment. Position must communicate and interact frequently with internal and external stakeholders regarding complex issues.
Working Conditions
Normal working hours Monday through Friday [8 AM – 5 PM] in a combination of in-person and remote work;
Additional hours may be needed to meet deadlines. Attendance and participation at early morning, evening, and weekend meetings may be necessary; travel may be required to attend these meetings and events. Position is expected to engage in personal reflection around race, racism, and equity.
