In addition, experience in Contracts Management is preferred to augment the functionality of supporting the federal client with Grants Management as well as Contracts Management in this position.

Grants Management
Key Primary Responsibilities
- Manage all phases of the grant’s lifecycle, including pre-award, award, post-award monitoring, and closeout
- Develop, review, and issue Notices of Funding Opportunities (NOFO)
- Evaluate grant applications to ensure compliance with federal regulations and alignment with program objectives
- Provide grants administration assistance to grantees, ensuring adherence to 2 CFR 200 (Uniform Guidance) and other applicable agency policies and regulations
- Monitor grant performance, financial management, and reporting requirements to mitigate risks and ensure program success Support risk assessments and implement corrective actions as needed
Preferred Secondary Responsibilities
- Administer pre-award and post-award activities for contracts, including solicitation, evaluation, award, and closeout processes
- Draft, and review contractual documents, including contract terms, modifications, task orders, and interagency agreements, ensuring alignment with the Federal Acquisition Regulation (FAR) and other applicable guidelines
- Develop acquisition strategies and provide technical advice to federal program managers and contracting officers
- Conduct market research, cost/price analyses, and prepare Justifications and Approvals (J&As) or Determinations and Findings (D&Fs) as required
- Monitor contractor performance, ensure compliance with terms and conditions, and resolve performance or contractual issues
- Ensure all grants and contracts comply with FAR, DFARS, 2 CFR 200, agency-specific policies, and other federal regulations
- Prepare and maintain documentation for audits, reviews, and other oversight activities
- Develop templates, guides, and standard operating procedures (SOPs) to streamline processes
- Provide policy interpretation and guidance to program staff, grantees, and contractors
- Mentor junior staff, providing training and guidance on grants and contracts management best practices
- Collaborate with internal and external stakeholders to align grants and contracts with agency mission and goals
- Act as a subject matter expert, advising senior leadership on strategies to optimize grants and contracts processes
- Facilitate communication and issue resolution among program offices, grantees, contractors, and other stakeholders
- Maintain the highest level of professional diplomacy with the federal client and contractor staff
Required Qualifications
- Bachelor’s degree in Business Administration, Public Administration, or a related field
- Minimum of 5 years’ experience in Grants Management
- Proven ability to lead process improvement initiatives for grants and contracts management
- Proficiency in federal systems such as PRISM, STRIPES, SAM.gov, and Grants.gov
- Master’s degree in Business Administration, Public Policy, or related discipline
- Minimum of 1 – 3 years of experience in Contracts
- Strong knowledge of FAR, DFARS, 2 CFR 200, and other federal regulations
- Certifications such as Certified Grants Management Specialist (CGMS), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) or Federal Acquisition Certification in Contracting (FAC-C)
- Experience in supporting programs in energy, transportation, or infrastructure sectors
- Experience managing complex grants and contracts portfolios in a federal environment
- Excellent analytical, organizational, and communication skills
