OVERVIEW: Oversee organizational compliance with local, state, and federal environmental health and safety regulations and keep abreast of any changes to laws and regulations that affect the organization. Ensure that environmental policy and procedure manuals are available and up to date at all times. Ensure that projects are completed on time and within budget.
Duties and Responsibilities:
ESSENTIAL DUTIES:
- Ensure that the College is in compliance with environmental regulations related to the US Environmental Protection Agency (EPA), the RI Department of Environmental Management (DEM), the Occupational Safety and Health Administration (OSHA), the RI Department of Health (RIDOH), and the Narragansett Bay Commission (NBC). File annual compliance reports to appropriate regulatory agencies. Work closely with facilities engineer for guidance on projects that affect environmental and safety compliance. Implement staff, faculty, and student environmental compliance training programs in all affected campus departments. Work with facilities planning and physical plant departments on campus energy and water compliance at the power plant. Oversee DEM air emissions permit and recordkeeping compliance at the power plant. Implement environmental programs, including, but not limited to, hazardous waste management (RCRA), underground and aboveground storage tank management, spill prevention control and counter measure plans, PCB’s, recycling, and solid waste management. (20%)
- Develop, implement and maintain records on OSHA training for all applicable College departments and employees. Supervise staff in annual OSHA training programs, including, but not limited to, chemical hygiene plan, confined space entry, lock-out/tag-out, respiratory protections, hazard communication, emergency spill response, blood borne pathogens, hearing conservation, personal protection equipment, fall protection program, forklift training, aerial life training, and emergency planning. Monitor subcontracted construction work to ensure safety and environmental compliance. (15%)
- Ensure compliance with the Narragansett Bay Commission (NBC). Maintain wastewater discharge permits for the existing campus and develop and implement storm water management practices and permits for new construction under Capital Projects. (10%)
- Oversee staff in indoor air quality assessments, lead paint abatement plans, mold mitigation and remediation programs, and asbestos abatement projects. (10%)
- Maintain active membership on the following College committees: biosafety, chemical hygiene, institutional animal care and use, campus emergency response and campus safety. (5%)
- Serve as a key member of the Facilities Planning/Capital Project team. Assess safety and environmental compliance as it relates to new and renovated construction projects, including approval of contractor site-safety plans, site inspections, contractor monitoring, risk assessments, and monitoring of college community safety during constructions. (20%)
- Supervise three direct reports, including goal setting and performance reviews. Manage the environmental compliance budget. (20%)

Education and Experience:
EDUCATION AND EXPERIENCE REQUIRED:
- Bachelor’s degree in environmental science or other associated field from an accredited institution required
- Ten years of experience in environmental health and safety or related field or equivalent combination of education and experience
- Excellent verbal and communication skills
- Strong leadership and interpersonal skills
- Ability to work calmly when responding to emergency situations
