What are the responsibilities and job description for the Senior Project Manager position at Providence Housing Authority?
Purpose:
To provide technical assistance and project management related to the operation, modernization, and repair of PHA owned facilities and sites. Monitors compliance with applicable city, state and federal rules and regulations. Oversees all phases of construction including planning, bid preparation, contract award, construction and warranty for property owned by the Providence Housing Authority
Essential Tasks of the Position:
Provides technical assistance and coordinates the activities of contractors, architects, engineers, consultants and PHA staff related to the maintenance and modernization of PHA facilities with specific emphasis on major building systems
- Provides technical assistance and coordinates modernization activities related to major systems including but not limited to: elevators, generators, fire alarms, sprinklers, fire pumps, card access, building security, video surveillance, HVAC and Life Safety
- Prepares bid documents and specifications and administers the bid process for the modernization and repair of Authority-owned buildings and grounds
- Inspects construction work to insure compliance with plans and specifications
- Provides cost estimates as needed using published estimating guides
- Prepares change orders and contract amendments
- Reviews and approves invoices for payment from contractors, suppliers and consultants
- Reviews, evaluates and determines adequacy of shop drawings, samples, certificates of compliance, laboratory analyses, paint certifications and other submittals and data
- Evaluates technical data pertaining to materials, equipment, proposals for changes in work or materials or for modifications or methods of installation submitted by contractors
- Performs final inspection and approves final acceptance of contract work
- Prepares, monitors and coordinates design consultant and construction contracts
- Collects data and acts as liaison on designated projects with utility providers including but not limited to the Providence Water Supply Board, Narragansett Electric and New England Gas Company
- Attends meetings as needed
- Reviews zoning and planning documents related to proposed activities at or near PHA owned facilities
- Monitors compliance of construction with local building codes and zoning ordinances
- Inspects construction projects and attends meetings at construction sites
- Provides input for the Monthly Management Report
Secondary Tasks of the Position:
- Works on researches and completes special projects as assigned
- Possesses working knowledge of programming language adaptive to agency needs
- Performs other duties as assigned within the job classification
Position Requirements and Qualifications:
Education Level
Four-year college degree from an accredited college or university with a major in Engineering, Building Science or Construction Technology. Related experience may substitute for up to two years of education at a ratio of 3 years’ experience for 1 year of education.
Experience in Related Field
- Eight years work experience in a public or private organization in administrative, planning, design or construction activity related to residential or multifamily housing or general construction, required
- The position requires the acquisition of skills prior to assuming the position in order to assure full and competent expertise at the outset of taking the position
- Work experience must have been sufficiently varied to provide knowledge of a broad range of construction and housing development matters
- An equivalent combination of acceptable education or experience may substitute for the degree
Knowledge, skills, abilities, licenses and certifications
- Working knowledge of construction methods, housing development practices and materials
- Working knowledge of various technical disciplines including electrical, mechanical structural and civil engineering, and Fire safety systems
- Working knowledge of the Life Safety Code
- Ability to read and understand architectural plans, blueprints, specifications, shop drawings construction submittals
- Ability to supervise and inspect new construction and rehabilitation projects
- Ability to negotiate, prepare and monitor contracts and construction schedules
- Ability to perform research into technical areas of building development, construction and land acquisition
- Ability to prepare financial reports, budgets and cost control statements
- Ability to prepare construction inspection reports and contract correspondence
- Skill in the preparation of bid documents
- Skill in organizing and presenting data and information clearly and concisely
- Working knowledge of local building codes and zoning ordinances
- Rhode Island driver's license (Class O) unrestricted except for corrective lenses and automatic transmission
