Summary:

The proposal manager project manages the proposal process by responding to RFPs/RFQs and leading teams toward the completion of a successful proposal that best presents PRR’s qualifications. This process includes organizing a project team, facilitating planning meetings, leading development sessions, working with technical teams to develop project messaging and win themes, setting and maintaining schedules, working with graphic designers to produce innovative graphics, designing and editing final proposal documents (both in InDesign and Word), and ensuring delivery. This position also includes developing marketing materials, supporting client development teams, responding to subconsultant requests, and other administrative or maintenance tasks. The proposal manger must be detail oriented and extremely organized, possess excellent writing and editing skills, have the ability to work independently and with large teams, and be able to manage multiple proposals/projects at a time while ensuring quality and compliance with RFP/RFQ requirements.
Duties and Responsibilities:
Business Development
- Lead all aspects of the proposal and interview development process
- Plan and schedule kickoff, draft review, and interview preparation meetings
- Set and manage timelines with team members of all levels within the organization
- Work with project managers and other technical staff to develop key messaging and win themes, and propose ideas on how to implement these into proposals and presentations
- Draft cover letters, key staff bios, resumes, and case studies that are tailored to the pursuit
- Work with project managers and other staff to prepare proposals
- Copy edit/proofread content
- Develop and/or coordinate graphics
- Coordinate and lead document reviews with team members
- Ensure compliance with all submission requirements
- Coordinate interview or pitch efforts including the design of materials, planning, and practice
- Prepare resumes, projects, and graphics according to subconsultant requests
- Lead client development meetings and work with teams to develop pre-positioning strategy for key pursuits
- Coordinate marketing collateral material development through planning, writing, drafts, and design
- Use CRM database to update opportunities
- Assist with case study and resume development and maintenance
Productivity/Efficiency
- Develop improved methods to organize and access collateral, information, and project archives
- Develop ways to reduce and/or contain the cost of doing business
Quality Assurance
- Set and maintain high error-free standards for all communications
- Provide timely and accurate response to information requests
- Proof and edit all work products prior to distribution
- Ensure marketing materials are exceptional

Experience/Education:
- Three years of experience in professional services/consulting business development developing proposals/responding to RFPs/RFQs
- Bachelor’s degree in business, marketing, communications, English, or journalism preferred
Skills Required:
- Intermediate Adobe InDesign and PowerPoint skills
- Proficient with MS Office products including Word, Excel, and Teams
- Understanding of business development within professional services consulting in the public sector
- Ability to translate complex information into everyday English
- Ability to handle multiple deadlines in a fast-paced work environment
- Ability to cope with distractions and handle numerous tasks simultaneously

Compensation
The full salary range for this position is $80,000.00 - $100,000.00 per year. We aim to hire new employees between $80,000.00 - $90,000.00 per year (depending on experience) allowing for future compensation growth within the range based on aptitude in the role, context, progress, and performance against goals over time.
