The Congress Watch division conducts public education campaigns and advocates before the Congress and administrative agencies on issues like open government, corporate accountability, financial regulation, public health and safety, and access to justice.

Public Citizen plays a leading role in protecting and advancing effective public safeguards and the regulatory system that sustains them for our environment, food, pharmaceuticals, workplaces, and consumer products.

GENERAL DESCRIPTION OF POSITION: The Senior Regulatory Policy Advocate will lead Public Citizen’s Congress Watch division’s work on federal regulatory policy, including leading in the development and implementation of campaign strategies; producing analytical and educational content for various stakeholders; lobbying Congress and administrative agencies; and engaging with the media on this issue area. The Senior Regulatory Policy Advocate will also work closely with the Coalition for Sensible Safeguards (CSS), a coalition of over 200 organizations, which Public Citizen co-chairs.

The position reports directly to the Congress Watch Director, will manage the Regulatory Policy Associate and Regulatory Policy Consultant, and will consult closely with the Congress Watch Managing Director and Public Citizen’s co-presidents. The Senior Regulatory Policy Advocate will also work closely and coordinate with the Executive Director of CSS.

RESPONSIBILITIES:
  • Strategy: Take the lead role in developing Public Citizen’s advocacy strategy on regulatory policy, aimed at winning meaningful change and/or preventing harmful erosion of our regulatory system and existing safeguards.
  • Content creation: Strategize and coordinate with Public Citizen’s communications team and the regulatory policy team to lead in the creation of talking points, messaging guidance, social media content, rapid-response statements, op-eds, fact sheets, blog posts, action alerts, and other products that serve to educate and persuade Congress, administrative agencies, the media, and the public.
  • Research and analysis: develop law review articles, reports, memos, comments, testimony, letters, and other educational, analytical, and advocacy materials in the service of our campaign strategies.
  • Lobbying: Develop proactive and productive relationships with key lawmakers, executive officials, and staff, track and analyze relevant bills, gather the latest intelligence on relevant legislative and agency developments, meet with lawmakers and staff, and conduct other lobbying activities in the service of our strategy.
  • Representing Public Citizen externally: Serve as Public Citizen’s lead spokesperson on regulatory policy, respond to requests from reporters, testify before Congress and administrative agencies, manage Public Citizen’s relationships with government officials and coalition partners on matters of regulatory policy, speak on webinars, panels, briefings, and at other events.
  • Organization coordination and development: Keep relevant Public Citizen staff appraised of the regulatory policy team’s work, collaborate as needed with other Public Citizen staff working on regulatory issues, assist in writing grant proposals and reports, establish relationships with foundation officers and donors.
  • Other duties as necessary.

QUALIFICATIONS: Significant and demonstrated subject matter expertise in administrative law and regulatory policy, preferably with direct experience at a government agency or Congressional office working on matters related to the Administrative Procedure Act, as well as significant and demonstrated experience with policy advocacy and/or legislative affairs required, J.D. or other advanced degree preferred. Other required skills include outstanding analytical thinking, political judgment, and oral and written communication skills, a collaborative spirit, high energy, sense of humor, and enthusiasm.

SALARY AND BENEFITS: The salary range for this position is $79,433–$131,761, plus a generous benefit package.  Below is a list of some of our benefits (please note that some benefits have eligibility requirements).
