The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent will perform a wide range of duties associated with the administration and coordination of PERB’s Conciliation and Medication program area. This requires broad knowledge of PERB’s Rules of Procedure and the Taylor Law, together with a thorough understanding of the broad concepts of arbitration as well as the specific processes and their implications on collective bargaining. • Work closely with interested parties and internal staff to ensure compliance with firm timeframes. • Research issues and prepare reports. • Effectively communicate verbally and in writing with interested parties in a professional and logical manner. • Ensure total neutrality in the arbitration process. Recognize comments or actions which may be perceived by others as having a “tilt” toward either labor or management and bring to the attention of the Director.• Manage and coordinate a variety of records of case material. • Consult the Director of Conciliation and/or PERB General Counsel as needed to determine necessary steps to achieve compliance with the legal process.• Contact parties to clarify PERB process, procedure, deadlines, etc.• Coordinate multiple assignments and meet deadlines as required by law.• Resolve issues and communicate solutions to PERB clientele with tact and courtesy.• Work closely with Office of Counsel to coordinate strategy. • Access and maintain spreadsheets, databases, and other documents utilizing Microsoft Office Word, Excel, Access and PowerPoint.• Participate in various internal work groups to enhance and improve agency operations.• Apply knowledge of the Taylor Law to real time scenarios based on experience and consultation with agency staff. • Handle time-sensitive tasks in an accurate, efficient and timely manner. • Work closely with Directors to process incoming matters. • May supervise subordinate staff. • Establish and maintain effective working relationships with staff at all levels within the organization.• Other duties as assigned.
The minimum qualifications required for this vacancy. Minimum Qualifications Six years of specialized experience*; or an associate degree and four years of specialized experience*; or a bachelor’s degree and two years of specialized experience*. A J.D. or master’s degree may substitute for one year of specialized experience; PhD may substitute for two years of specialized experience. * Specialized experience is defined as general office experience in the field of labor-management law and labor-management relations primarily under the Taylor Law or similar collective bargaining laws. Preferred experience: Experience rendering direct support to lawyers, courts, and administrative law judges; the ability to run reports from a variety of database systems. Excellent judgement skills and the ability to handle sensitive matters with confidentiality.
