What are the responsibilities and job description for the Psychiatrist position at Public Health Management Corporation?

The Psychiatrist participates in the leadership team, provides program psychiatric consultation and treatment, high level collaboration with the treatment team, clients, and his or her family. Candidates should demonstrate high level verbal and written abilities, excellent communication skills, current evidence-based practices and Medication Assisted Treatments (MATs), knowledge of the social services system in Philadelphia, and a working knowledge of mental health and substance use treatment licensure, Medicaid, and regional Medicaid Managed Care Organizations (MCOs). The Psychiatrist will report to the Director of Behavioral Health.

Population

  • Bariatric Patients: BMI greater than 40, or greater
  • than 35 with weight related comorbidities
  • Patient with exceptional communication needs
  • Patient with developmental delays
  • Patient at the end of life
  • Patient under isolation precautions
  • All Populations


Responsibilities:

  • Provides psychiatric treatment or consultation services to assigned clients and families as indicated and clinically appropriate; including managing an assigned caseload and completing documentation in a timely manner.
  • Psychiatric evaluations and medication management documentation shall meet all stakeholder, payor, and regulatory expectations and include clinically appropriate diagnoses and recommendations.
  • Provides individual, group, family therapy interventions, or screening physical exams, as appropriate.
  • Utilizes evidence-based practices as appropriate for the individual client and program philosophy.
  • Ensures clients are provided psychiatric services based on need and contractual agreements; ensuring these services are fully integrated into the overall treatment plan for each individual client.
  • Represents the program’s psychiatric service provision and responds to internal and external inquiries regarding services.
  • Contributes to a multi-disciplinary, well integrated treatment plan, plan implementation and evaluation.
  • Reviews and signs off treatment plans, physical health review forms, laboratory and medical evaluation reports, ordering/prescribing necessary medication treatments, medical tests, evaluations and other appropriate forms or reports.
  • Provides the most appropriate available treatment or assessment needed by the client in the appropriately least restrictive setting according to evidence based, best practice child and adolescent psychiatric treatment standards
  • Knows and applies all applicable regulations including reporting standards. Ensures compliance with all regulatory or contractual requirements. Records meet “inspection-ready” standards at all time. Completes all required documentation, clinical record keeping, related paperwork, as well as utilization review and/or re-certification procedures for third party authorizations/reimbursements, in accordance with licensing standards and agency policies.

ADMINISTRATIVE RESPONSIBILITIES:

  • Serves in a leadership capacity in the development of a cohesive, supportive and productive clinical team devoted to the delivery of the highest quality clinical services.
  • Creates an atmosphere within the organization, which supports the development of all programs offered by the agency.
  • Develops and maintains professional relationships with other agencies and within PHMC.
  • Participates in scheduled management meetings.
  • Consults with executive team members concerning agency directions, strategic plans and program implementation and service delivery.
  • Regularly collaborates with other program administrators to improve agency wide service delivery.
  • Maintains relationships with key stakeholders, including but not limited to payors such as Medicaid MCOs, City and State agencies, etc.
  • Participates in PHMC opportunities to build and grow current and future behavioral health and primary care programming, as needed and appropriate

  • Understands and adheres to PHMC compliance standards as they appear in the PHMC Code of Conduct, Whistle Blowers and Conflict of Interest Policies.
  • Keeps abreast of all pertinent federal, state and PHMC regulations, laws, and policies as they presently exist and as they change or are modified.
  • Comply with HIPAA and Confidentiality Policies and Procedures as they apply to the job
  • Comply with Department of Public Health (DPH), The Joint Commission and other accreditation and regulatory agencies standards
  • Adhere to all PHMC Policies and Procedures
  • Knowledge and adherence to Infection Control and Environment of Care Guidelines and Procedures as described in the annual education module

Skills/Experience

  • Previous utilization management experience preferable.
  • Strong skills in the following areas: teamwork, negotiation, conflict management, problem solving and effective decision making.
  • Proven ability to work in clinical teams, assess complex issues, recommend change and resolve issues.
  • Effective at negotiation, teamwork and cooperative relations with diverse internal and external stakeholders.


EDUCATION

  • Medical degree (M.D. or D.O.) in Psychiatry.
  • Board-Certified Child and Adolescent and/or Adult Psychiatrist with current unrestricted medical license in Pennsylvania required
  • Certification in Medication Assisted Treatment (MAT).
