The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Director Public Service Programs, NS-M7, will serve as the Director of the Office of Telecommunications (OT) and be responsible for the management, administration, and coordination of the work of OT. Specific duties include, but are not limited to: • Serving as the Department’s lead manager on all components of telecommunications.• Serving as the principal policy level advisor for telecommunications matters and making policy recommendations to the Chair, Public Service Commission, and the Executive Chamber.• Directing and managing the monitoring of Federal Communications Commission and Federal Legislative actions that impact the regulation of telecommunications in New York and overseeing the necessary implementation of those actions in New York.• Directing and managing the monitoring of State legislative actions that impact the work of the Department and the regulation of telecommunications and overseeing the necessary implementation of those actions.• Making recommendations for changing regulatory policy to better align with the increased focus on broadband.• Working with other State agencies to develop strategies for universal broadband access and affordability. • Representing the Department in meetings with utilities and other public agencies.• Taking responsibility for a variety of ad hoc assignments initiated by the Chair or one of the Commissioners.• Fostering a culture of professionalism in all work.• Applying first class interpersonal and communication skills and working collaboratively with Department Directors and Executive Staff.
The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s degree and ten years of relevant progressively responsible professional experience*, including at a policy making and managerial level, in public policy, including specific experience related to the regulation of the telecommunications industry. This experience must include at least five years in a managerial** capacity. Preferred qualifications include strong oral and written communication skills; exceptional analytical skills; experience in project management; and proficient at leading teams and committees. *Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.**Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employees, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resource actions, and participating in long-range planning for the program
Additional comments regarding the vacancy. Additional Comments Salary will be commensurate with experience. The primary location for this position is in Albany, NY with up to 10% travel. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
