The Rates and Analysis Department participates in federal and state programs and investigations regarding energy policy, delivery, and reliability; monitors and advises on utility conformance with prudent corporate oversight practices and procedures; monitors energy efficiency and portfolio compliance requirements; process utility rate change requests and performs technical investigations. The department is comprised of accounting and finance, grid modernization and retail markets, and regulatory utility services divisions.
What You'll Do
In this position as External Auditor 3, your duties will consist of but not limited to the following:
Salary Information: Unless required by legislation or union contract, starting salary is set at the lowest rate of the salary range. In most cases, successful employees will increase a step in the salary range within six months, with subsequent step increases occurring every year. In addition, the State of Ohio offers cost of living adjustments, longevity supplements after five years of public service, and wellness incentives.
5 yrs. exp. in auditing or accounting, which must have included 30 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description; 12 mos. exp. as audit team lead or auditor in charge.

What You'll Do
In this position as External Auditor 3, your duties will consist of but not limited to the following:
- Independently or as part of a team, conduct routine and/or non-routine audits
- Interpret regulatory accounting laws and procedures to independently conduct cost recovery projects, accounting compliance investigations, and financial analysis of investor-owned public utility companies
- Perform mathematical and statistical analysis of utility balance sheets and analyze rate impacts of utility cost recovery applications
- Develop and conduct specialized audits and/or investigations of utility companies
- Review secondary sources of data and information, including case precedents and research from other authoritative sources of information (e.g., Financial Accounting Standards Board, Federal Energy Regulatory Commission, etc.)
- Develop recommendations based on findings resulting from audits or assigned tasks
- Prepare and present expert testimony as witness in formal, adversarial hearings
- Provide technical consultation to the Commission regarding utility accounting matters

- Or completion of undergraduate core coursework in accounting, business administration, computer science or related field; 3 yrs. exp. in auditing or accounting which must have included 18 mos. auditing exp. in accordance with auditing standards or in accordance with prescribed management policies &/or procedures as specified on agency position description; 12 mos. exp. as audit team lead or auditor in charge.
- Or 12 mos. exp. as External Auditor 2, 66462.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
