The Oregon Public Utility Commission (PUC) Administrative Hearings Division (AHD) has a rewarding employment opportunity open. The PUC regulates investor owned electric, natural gas, and telecommunications utilities, and certain water utilities in matters that frequently involve business, consumer, and public interest. Proceedings are time-sensitive and include an extended procedural schedule that includes evidentiary hearings, and briefings and discovery. This position serves as part of AHD’s administrative support team that supports PUC’s Regulatory, Utility, and Consumer Programs. Please Note: New employees to PUC who are Public Employee Retirement System (PERS) participating members (those meeting eligibility requirements at time of hire) are paid within the PERS-eligible/AP salary range for this position as follows:
Administrative Specialist 1 / PERS-AP Salary Range: $3,950 - $5,413 monthly (for active PERS members reflecting a monthly 6.95% contribution/increase):
Employees who are not yet a PERS participating member, will receive the 6.95% increase (6% employee contribution) upon meeting PERS eligibility, generally, after completion of six-months of qualifying State of Oregon employment.

What you will do:
As the successful candidate for this position, you will provide administrative, technical, and operational support as necessary or assigned for the activities of the division. The Utility Support Specialist handles annual report notifications, quality assurance of documents through use of software and automated systems, word processing, providing a variety of document quality control and related proofreading functions, as well as coordination of the PUC public meeting memo process. This position also coordinates and assists with the filing and organization of utility tariffs.

Major duties include:
  • Prepares documents for the PUC Regulatory, Utility, and Consumer Programs from a template or general direction.
  • Handles documents containing protected information and follows the process designated in the applicable protected orders for service and filing.
  • Use electronic docket system to circulate documents created by Staff and manage workflows, and support Staff use of electronic docketing system.
  • Tracks, logs, and facilitates discovery for Commission Staff in an electronic format using a cloud-based application.
  • Proofread complex documents for spelling, punctuation, grammar, format, syntax, and presentation.
  • Administrative support activities including scheduling, hosting, and coordinating virtual meetings, ensuring meeting technology works effectively, and that recordings are properly managed for access, distribution, and/or retention.
  • Responds to requests for information from PUC management, Commission Staff, and other stakeholders.

This is a permanent, full-time, unrepresented position.
Hybrid-Remote Work:
Currently, employees who live in the State of Oregon may request approval for hybrid-remote work (generally from the employee’s personal residence). This position may be performed remotely, and at our central office in Salem. The ability to report to Salem is required when business or operational needs are necessary for onsite activities. Hybrid-remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.
What we are looking for:
Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data;
OR
An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data;
OR
An equivalent combination of education and experience.
Requested Skills:
  • Work experience preparing and proofreading a variety of complex documents and utilizing an established standard or style guide such as APA, Chicago, or Oregon Appellate Court.
  • Advanced proficiency using software, including Adobe Pro and Microsoft Office Products (i.e. Word, Excel, Outlook, Teams, and PowerPoint) in a business setting.
  • Work experience providing administrative support, including demonstrated active listening skills, collaboration, and attention to detail.
  • Work experience using time management and organizational skills to meet deadlines.
  • Work experience using a cloud-based electronic document filing system.
  • Work experience applying laws, rules, policies and procedures in handling and securing confidential documents both electronically and in hard copy.
  • Work experience scheduling, hosting, taking meeting minutes, and coordinating all facets of in-person and virtual meetings.
  • Problem solving skills including identification and appropriate issue escalation.
