Position Summary

Under general supervision and in support of Environmental Affairs (EA) departments, this position manages small to complex programs and projects in support of the operation and maintenance of Grant PUD’s hatchery, recreation, shoreline, wastewater treatment, waste management, and spill prevention programs and associated operation, maintenance, and/or asset management projects. This position coordinates with and provides support to departmental managers, supervisors, and technical subject matter experts to facilitate the successful management and/or completion of projects from conception to delivery. This generally includes integrating with EA’s Environmental Services, Fish, Wildlife, and Water Quality (FWWQ), and License Compliance and Lands Services (LCLS) teams to implement the general operation, maintenance, and asset management programs for EA. This includes project scoping, estimating, scheduling, permitting, budgeting, communication, risk management, vendor management, all aspects of project implementation and balancing competing priorities within and among concurrent and diverse projects and programs.

Essential duties and responsibilities may include, but are not limited to, the following:

• The primary responsibility of this position is to ensure that programs and projects, as assigned, are implemented successfully and per direction from Environmental Services Supervisor, FWWQ Supervisor, and/or License Implementation Supervisor consistent with Grant PUD’s environmental, recreational, and shoreline management requirements. This position may be required to directly perform any of the following duties and responsibilities or may coordinate their implementation with technical experts or other project support staff.
• Develop project scope, schedule, budget, risks, and alternatives.
• Coordinate development of design criteria, technical specifications, special requirements, system requirements, quality control requirements, inspection plans, commissioning plan and or testing plans.
• Identify internal and external milestones and time constraints that impact schedules.
• Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
• Develop work packages to guide implementation of project tasks.
• Order materials as needed to support program/project success.
• Comply with all applicable permitting requirements and/or internal review procedures to ensure full regulatory compliance.
• Coordinate with technical subject matter experts, internal work crews, engineers, other departments outside of Environmental Affairs, and/or contractors to plan, schedule, and execute programs and/or projects within design criteria/scope, schedule, budget, and safety plans.
• Identify internal/external stakeholders and implement communication and coordination plans.
• Manage relationships between technical subject manager experts, work crews, contractors and/or consultants, and internal stakeholders to ensure program/project success.
• Monitor projects utilizing standard tools and provide progress reports to technical subject matter experts and/or departmental managers and supervisors.
• Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy.
• Use established processes to manage, report and coordinate changes in scope, schedule, budget, and risks.
• Support Grant PUD’s objectives by executing an Asset Management System for EA.
• Prepare and monitor Asset Management Plans establishing integrated acquisition, maintenance, renewal, replacement, and disposal strategies in consultation with FWWQ and LCLS departments.
• Promote Asset Management across EA through training, facilitation of discussions, and use of written/verbal communication including presenting.
• Attend and be fully integrated into applicable FWWQ and LCLS departmental meetings as needed to provide program and/or project management support to FWWQ and LCLS programs, including, but not limited to the following programs:
  • Anadromous and Resident fish
  • Parks and recreation operations, management, monitoring, and maintenance
  • Vegetation Management
  • Shoreline Management
  • Wildlife/Botanical/Terrestrial
  • Water Quality
  • Other programs or projects as assigned in support of Environmental Services, FWWQ, and/or LCLS departments

Required Education and Experience

• Bachelor’s degree in Construction Management, Business, Engineering, Environmental sciences, or related OR two additional years of experience in lieu of degree.
• 4 years’ experience in utility management, program management, facilities management, project management, or construction management, with at least three (3) years’ experience working with diverse and multi-functional project teams.
• Excellent communication skills, including verbal and written
• Proficient use of Standard Microsoft Office applications (Word and Excel)
• General knowledge of building and construction methods and practices

Preferred Education and Experience 

• PMP Certification
• Work experience in the fields of Fisheries, Recreation, Shoreline Management, or related Environmental Sciences is preferred
• Working on hatchery, recreation, and/or wastewater operation, maintenance, and/or construction projects
• Experience with overseeing contractors on construction or maintenance projects
• Developing and/or managing labor or construction contracts
• Experience working in the trade (e.g., electrician, mechanic, building maintenance)
• Basic knowledge of engineering concepts
• Basic knowledge of the laws that govern the operation of electricity
• Experience working with Maximo or similar project planning and scheduling software
