Position Summary

Under low to moderate supervision, this position manages complex, medium to high priority, high impact projects, programs, and/or initiatives with some external stakeholder impacts. This position may also provide support for major programs or projects under the guidance of a Senior or Lead Project Manager. This position coordinates with and provides support to technical and subject matter experts to facilitate the successful completion of projects from initiation through closeout. This generally includes scoping, estimating, scheduling, permitting, budgeting, communication, risk management, vendor management, resource management, all aspects of project implementation, and balancing competing priorities within and among concurrent and diverse projects and programs.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Ensure projects are implemented successfully and, in a manner, consistent with the established Grant PUD Project Management Program.
  • Fulfill all required elements of the Grant PUD Project Management Framework.
  • Identify and manage all internal and external resources necessary to plan, execute, and close out projects.
  • Direct and coach assigned project coordinators and senior project coordinators as it pertains to managing a project.
  • Develop project scope, schedule, budget, risks, and alternatives.
  • Coordinate development of design criteria, technical specifications, special requirements, system requirements, quality control requirements, inspection plans, commissioning plan and or testing plans.
  • Identify internal and external milestones and time constraints that impact schedule.
  • Conduct or coordinate economic analyses as needed for evaluation of alternatives.
  • Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
  • Identify any necessary permitting requirements, manage permitting processes, and ensure full regulatory compliance.
  • Identify internal and external stakeholders and implement communication and coordination plans.
  • Manage relationships between project participants, including contractors and consultants, and stakeholders including support staff and customers.
  • Define Project Expectations and Management Plan utilizing established tools.
  • Define and implement Safety program for both internal and contracted work.
  • Develop a comprehensive WBS including work packages to guide implementation of project tasks.
  • Ensure all project related tasks are identified in the project schedule for each project phase and that all tasks are resource loaded.
  • Evaluate and implement the most appropriate project methodology for a project (e.g. design build; Agile, Waterfall, Hybrid, etc.)
  • Monitor projects utilizing standard tools and provide progress reports including standard metrics.
  • Execute the Grant PUD project controls SOP.
  • Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy.
  • Use established processes to manage, approve, report, and coordinate changes in scope, schedule, budget, and risks.
  • Maintain risk register for early identification of risks on projects and contracts.
  • Establish processes for resolution of non-conformances with technical and quality requirements.
  • Ensure version control for project documentation and that final documentation is created and maintained according to records retention standards.
  • Ensure revisions to drawings and operational procedures are completed prior to placing an asset into service.
  • Ensure training on new procedures and equipment is provided and that operations and maintenance procedures are properly documented prior to placing an asset into service.
  • Demonstrated commitment to Grant PUD’s mission, vision, values, and strategic plan.  The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
  • Actively participate in all aspects of our safety program, including but not limited to: 
    • Following all safety policies and procedures.
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
    • Reporting any safety incidents or close calls within 24 hours to your supervisor.

Required Qualifications (Education, Experience, Licenses & Certifications):

  • Bachelor’s degree in project management, Engineering, Science, Construction Management, Business, Communications, Organizational Development, or related field OR 2 additional years of relevant experience in lieu of degree
  • 5 years of experience in project coordination, project or change management, or similar field of work, with a minimum of 1-year recent experience in a project focused role
  • A valid driver’s license with no driving restrictions
  • Possess the following certifications:
    • Project Management Professional (PMP) at time of hire or within 18 months of hire AND 
    • Prosci Change Management certification at time of hire or within 12 months of hire

Preferred Qualifications (Education, Experience, Licenses & Certifications):

    • Agile PM certification
    • Certified Associate Project Management Certification

    Other Knowledge, Skills, and Abilities

    • Advanced knowledge of project management principles and Grant PUD Project Management Program
    • Strong understanding of organizational and department policies and procedures
    • Strong understanding of budgeting and general financial analysis
    • Demonstrated proficiency in meeting facilitation.
    • Strong skill in risk management including identifying and developing plans for mitigating project risks.
    • Skill in working projects through to completion
    • Ability to manage large-scale projects without close supervision.
    • Advanced verbal and written communication skills.
    • Ability to mentor and train others in the Project Coordinator position.
    • Ability to implement inventory control
    • Ability to lead project teams
    • Excellence in verbal and written communication and ability to provide clarity of technical information to diverse audiences; negotiating to achieve success; advanced skill in planning projects and organizing related documents, information and implementation of project management processes; understanding strategic relationships between projects
    • Demonstrated ability to develop proficiency in a software program – specifically scheduling software & project management information system software and Utilities’ operations or customers; operating a personal computer and general office equipment; typing and entering data with speed and accuracy; advanced skill utilizing MS office products and other project management tools, and
