Position Summary

Under general supervision, this position conducts and oversees field work, drafts various reports and reviews
data, manages contracts and permits, attends, and presents at professional conferences, participates in regional
technical working groups and committee meetings including state, federal and tribal entities.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assist in the design, coordination, and implementation of field work associated with collection of required
    biological and water quality data, ensuring meaningful information is collected. Perform data collection and
    monitoring activities on a variety of fisheries, wildlife, and water quality programs.
  • May manage programs and projects (contract administration), prepare basic analyses, and understand
    technical analyses and reports. Interact with agency and tribal biologist to review study results.
  • High level of experience and knowledge on scientific research methodology, and Columbia River fish, wildlife,
    and water quality topics and sampling techniques.
  • Assist in the implementation of fish, wildlife and water quality evaluations required in the FERC License Order,
    401 Certification, NOAA Fisheries Biological Opinion, USFWS Biological Opinion, Priest Rapids Salmon and
    Settlement Agreement Hanford Reach Agreement and other programs/settlements. Develop reports, study
    plans, and basic compliance filings.
  • Conduct research, planning, scoping, and budgeting for current and future affecting fish, wildlife, and water
    quality; conduct data entry; review, analysis, and reporting activities of the Business Unit’s work; coordinate
    and participate in trainings and meetings taking advantage of all educational opportunities for professional
    development.
  • Administers and manages the Fisheries and/or Wildlife Program for the Utility; lead or assist in the design,
    preparation, execution, analysis, and reporting of fisheries and/or wildlife programs required by the FERC.
  •  Acquire and solidify appropriate permits for the EA to conduct its work activities; understand the
    requirements and regulations for permitting for the Washington State Department of Fish and Wildlife,
    Scientific Collection Permit, fish transport permits, and other permits as needed; plan and coordinate
    permitting as well as provide accurate data collection and produce annual reports.
  • Demonstrated commitment to Grant PUD’s mission, vision, values, and strategic plan; the incumbent should
    be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations,
    security guidelines, Grant PUD policies & procedures.
  • Actively participate in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures.
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
    • Reporting any safety incidents or close calls within 24 hours to your supervisor.
    •  Accepting feedback from supervisors and coworkers regarding your own safety performance.

     

    Education and Experience

    Required:

    • Bachelor’s Degree in Fisheries, Wildlife, or related environmental field.
    • Minimum 3 years of experience in fish, wildlife, or water quality.
    • Experience with boats, trucks, trailers, and fish, wildlife, and water quality sampling
      equipment.

    License & Certification

    Required:

    • A valid State driver’s license and a Washington State Boaters Certification are required.

    Other Knowledge, Skills, and Abilities

    • Knowledge of proficient knowledge of statistics, computers, basic understanding of water hydraulics, fish
      passage, fish protection facilities at dams, terrestrial (wildlife and botanical) population trends; demonstrated
      knowledge of the chemical, physical, and biological properties of the aquatic environment.
    • Skills in working in a team environment and being able to communicate effectively and efficiently with
      internal and external stakeholders.

    • Majority of work is performed in a standard office setting.
    • The Lead Field Biologist will be required to perform work of a mixed nature (office and field) that varies by
      season.
    • Field activities may require long hours and nighttime work.
    • Regional travel for meetings and field work may be required.
    • Typical shift of employees in this position: ☐8 hours ☐9 hours ☒10 hours ☐12 hours
