Program Manager

Job Description

Summary: Responsible for the administration, coordination, development, delivery and implementation of the Pueblo of Pojoaque operations and programs in accordance with directives and policies determined by Tribal Council, the Governor, or other authorized elected officials. Oversees all Federal and Tribal Programs the Tribe operates and management of tribal employees. Meets with officials of Tribes, State, Federal, County and City as appropriate.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Supervise and provide direction to tribal operations staff that reports directly to the Governor or designee. Manage directors and managers who are responsible for administering and overseeing tribal operations, grants and departments.

Participate in the hiring of program and department directors and managers.

Review and assist in the preparation of the Tribe's annual budget. Administer annual tribal budget.

Strategize ideas for future programs and services based upon identified priorities. Assist Tribal Council and Tribal Executives with strategic planning.

Assist the Tribe and its programs with developing governance capacity, membership, expansion of programs, strategic planning, defining goals and priorities, develop business opportunities, collaborating on projects and planning on future development and expansion of services.

Assist IT department in implementing and advancing the use of technology.

Develops and drafts policies, ordinances, and resolutions at the direction of the Tribal Council.

Implement and administer, at the direction of the Tribal Council and/or Governor, all policies, procedures, internal controls, ordinances, and resolutions.

Foster meaningful relationships with agencies, governments, businesses, and other organizations and entities. Meet with officials from local, State, and Federal governments as directed.

Facilitate communications and cooperation among departments, programs, tribal businesses, and agencies.

Provide assistance and support to tribal members and the community.

Supervisory Responsibilities

Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the Pueblo’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelor's degree (B. A.) in Business, Finance or Accounting, or relevant field and a minimum of ten years related experience working with Native American tribes.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, public officials, clients, customers, and the general public.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

To perform this job successfully, an individual should have knowledge of accounting software and systems, database software payroll software and systems, Microsoft Office software, and multiple operating systems. Must possess extensive knowledge and use of technology.

Certificates, Licenses, Registrations

Valid New Mexico Driver's license in good standing.

Other Skills and Abilities

Familiar with tribal traditions and customs.

Job Type: Full-time

Pay: Up to $140,000.00 per year
