JOB SUMMARY
Under the supervision of the Deputy District Manager of Administration, the Director of Business Administration acts as the chief information, promotional, and technology officer for the District, responsible and oversees the staff responsible for communications, community relations, information technology services, economic development services, and other business-related functions in the District.

Essential duties and responsibilities may include, but are not limited to the following:
- Serves as the Chief Information & Technology Officer for the District. Provides guidance and direction for the business-related functions of those District, to include communications, relations, information technology, promotional activities, and economic development.
- Plans, implements, and evaluates information, business, and communication projects, platforms, and efforts, to include business processes such as OpenGov and customer relations modules (CRM).
- Strategizes, crafts, frames, and manages appropriate messaging and communications for District-wide operations.
- Maintains relationship with news media outlets, prepares and instructs key personnel for media interviews, coordinates press releases and other written or visual material.
- Plans, develops, directs, and coordinates comprehensive communication programs in close collaboration with other institutional communications and public relations activities to ensure consistency and accuracy of information.
- Implements the promotional plan for the District as approved by the District Manager.
- Collaborates with District Manager to establish and implement short- and long-range organization goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
- Oversees the provision of hardware and software support for the District’s information system and end users; maintains the security and health of the informational network.
- Establishes software standards the facilitate interdepartmental information flow and improves efficiency and effectiveness, while enabling disaster information recovery procedures.
- Plans, coordinates, and implements information system projects with end users and consultants to minimize network interruptions.
- Oversees the administration and budget control of the Business Administration department.
- Maintains relationships with the community and influential community and regional organizations and partnerships.
- Serves as a member of the organization’s key decision-making and planning body.
- Collaborates with other staff to draft and implement annual administrative budgets.
- Projects a positive image of the organization to employees, customers, industry, and community.
- Directs and oversees business administration staff, leads the hiring and training of departmental staff, organizes and oversees their work and performance.
- Conducts performance evaluations that are timely and constructive.
- Handles discipline and termination of employees as needed and in accordance with policy.
- Be advocates promoting health and safety in the workplace.

KNOWLEDGE, SKILLS, AND ABILITIES
- Experience or demonstrated aptitude at operating at a C-level executive level.
- Knowledge of local government rules, regulations, budgeting, and management.
- Budget administration of departments or large divisions.
- Knowledge of networks, client- server architecture, firewalls, operating systems, software and hardware, and remains current with changing technology.
- Knowledge of Microsoft office products
- Ability to apply effective solutions to network, hardware, and software problems, and ability to troubleshoot in a complex environment.
- Supervisory principles, procedures, and methods including training, discipline, selection, and evaluation.
- Scope and application of laws and regulations pertaining to applicable local, state, and federal programs and organizations.
- Leadership methods and management skills.
- Must have good oral and written communication skills.
- Ability to install or direct the installation and configuration of software and hardware.
- Ability to set up accounts and workstations.
- Ability to troubleshoot issues and outages or coordinate those activities.
- Ability to manage network servers and other technology tools.
- Ability to upgrade systems with new releases and models or supervise its execution.
- Ability to deal with people in a positive manner.
- Ability to effectively practice conflict management to resolve interpersonal conflict.
Qualifications
Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.)
MINIMUM EDUCATION, EXPERIENCE AND CERTIFICATION REQUIREMENTS
- Bachelor’s degree required in Business Administration, Communications, Marketing, Computer Information Systems, or related field.
- Five (5) or more years of experience in a related field to communications, marketing, community relations, information technology, business or economic development, three (3) or more years of progressively responsible and complex experience in management (government, business, or military included), and at least two (2) of which were in supervisory positions.
- Preferred certifications or training in CompTIA Network , CompTIA A , CompTIA Security , Project Management, CCISP, CCNA, or the ability to acquire any or all certifications.
- Any combination of education, training, and experience would qualify for the position as determined by the District Manager.
- Must be able to obtain a valid Colorado driver’s license and satisfactory motor vehicle record within 30 days of hire.
PREFERRED EDUCATION
- Master’s degree in Business Administration, Public Administration, Computer Information Systems, or related field.
PHYSICAL DEMANDS
- Frequent use of computer keyboards and other office equipment.
- Travel to various Pueblo West facilities required which may include exposure to adverse weather conditions.
- Travel to various conferences, commissions, and or meetings both inside and outside of Pueblo West which may include exposure to adverse weather conditions.
- Prolong sitting and standing.
UNUSUAL DEMANDS
- Work is subject to frequent and recurring interruptions and deadlines.
- Some out-of-town travel may be required to attend meetings, conferences, seminars, etc.
- Will require attendance at meetings and functions beyond regular work hours.
