The Putnam County Department of Health is seeking qualified candidates for the position of Assistant Public Health Engineer.
This is a Competitive position under New York State Civil Service Law. Per NYS Civil Service Law, any appointment to this position will be made on a Provisional basis, pending the future administration of a Civil Service examination.
DESCRIPTION OF DUTIES: This is professional public health engineering work involving responsibilities relative to execution of one or more of phases of environmental health programs in a municipality. Duties entail carrying out any specific phases of the program; performing specific assignments; advising public officials or individuals on problems requiring ordinary professional public health engineering knowledge and judgment, including measures for improvement and compliance with legal requirements; promotion of public health through application of environmental health practices requiring professional knowledge and skill; enforcement of provisions of local and state public health laws and sanitary codes with regard to environmental health matters; investigations of conditions and problems requiring professional public health engineering knowledge and ability; preparation of complicated technical reports. Work is performed under general supervision of a Director of Engineering or other high level health administrator. Supervision of a small number of staff including Public Health Engineer Trainees, Environmental Health Technicians, Environmental Health Aides and clerical employees may be required. Performs related work as required.
SOME TYPICAL WORK ACTIVITIES:
- Applies engineering principles for the detection, evaluation, control and management of those factors in the environment which influence man's health;
- Investigates and makes reports and recommendations on public water supplies or sewage systems, swimming and bathing places, stream pollution, sanitary conditions of camps, hotels or boarding houses, food, restaurant and general sanitation, air pollution, and environmental health nuisances;
- Interprets the results of laboratory examinations of air, water, sewage, industrial wastes and other samples;
- Instructs local water plant operators;
- Investigates environmental health factors related to disease out breaks;
- Organizes municipalities and industries conducting surveys to detect illegal plumbing connections;
- Undertakes and concludes special assignments relating to any phase of public health engineering or environmental health as required;
- Performs a variety of related activities as required.
MINIMUM QUALIFICATIONS:
a) Bachelors degree, or higher, in engineering; or
b) A license to practice as a professional engineer in New York State.
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SPECIAL REQUIREMENT:
Possession of a valid, unrestricted, appropriate level driver’s license, and acceptable driving record are required at time of appointment and must be maintained throughout employment.
