PROPERTY TAX ROLL AND COMPLIANCE SPECIALIST

GENERAL DESCRIPTION

Under the direction of the Chief Deputy, this position performs highly technical work managing the development and certification of the tax roll process, administering property tax exemptions, and overseeing CAMA operations and systems.

ESSENTIAL JOB FUNCTIONS

  • Manages the development and certification of the tax roll; including balancing the tax roll, preparing the admission of all real, tangible, and centrally assessed rolls; reviews all documents for accuracy; submits required information and data to the Department of Revenue.
  • Prepares and coordinates total values for each taxing authority in the county for the preliminary, final, and post VAB roll. Compiles, prepares, and submits Recaps, DR-420’s, 422’s, SDF, NAL, NAP, and GIS Data files.
  • Coordinates appraisal data input from all departments within the Property Appraiser’s Office into the CAMA system.
  • Performs statistical analysis of all stratums in preparing for submission to the Department of Revenue (DOR) for roll approval.
  • Manages preparation of the June 1st tax roll estimate and generates letters to taxing authorities.
  • Functions as liaison between the Property Appraiser and CAMA vendor. Anticipates current and future CAMA requirements. Analyzes CAMA programs and appraisal systems. Coordinates CAMA best practices within the office. Serves as primary coordinator between CAMA and other software vendors and Property Appraiser’s Office.
  • Interprets new DOR rules and regulations as they are promulgated. Interprets Florida laws, Attorney General Rules, and regulations pertaining to general taxation and property exemptions.
  • Coordinates the mailing of the Notice of the Proposed Property Taxes, secures bids from TRIM vendors, prepares all TRIM-related forms for approval and sends to vendor for mailing.
  • Assists in the processing and calculations of various property tax exemptions, including coordination with Tax software for system changes in calculations.
  • Supervises activities, devises procedures, and initiates work flow that apply to the preparation of assessments and the property tax roll. Recommends procedures to promote efficiency and expedite the flow of work. Coordinates and participates in training employees on CAMA software.
  • Supervises the preparation of annual mail outs, including TRIM and Homestead notices.
  • Processes Certificate of Corrections for all departments.
  • Anticipates current and future EDP requirements. Analyzes EDP programs and appraisal systems. Coordinates EDP problem-solving within the office and coordinates solutions/needs with the County Information Technology Department.
  • Oversees administrative matters such as developing materials for public presentations, pamphlets, newspaper articles, speeches, special reports, and informational letters to the public.
  • Performs other related work as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of ad valorem appraisal methods, rules, and laws.
  • In depth knowledge of CAMA and tax roll software programs.
  • Knowledge of public records laws as they apply to roll processing and exemptions.
  • Skilled in the analysis of problems and the development and implementation of solutions.
  • Skilled in statistical analysis.
  • Skilled in oral and written communication, including the preparation of clear and precise reports.

EDUCATION AND EXPERIENCE

  • A degree from a two or four year college with major course work in Information Technology, Real Estate, Business, Accounting, or Public Administration is preferred.
  • Three to five years of related experience is preferred.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS

  • Ability to become a CFE (Certified Florida Evaluator) within two years.
  • Possession of a valid Florida driver’s license.

ESSENTIAL PHYSICAL SKILLS

  • 1. Walking, standing, and ability to lift approximately 40 pounds.
  • 2. Acceptable eyesight and hearing (with or without correction).
  • 3. Able to climb stairs.

ENVIRONMENTAL CONDITIONS

Works mostly inside with some outside work in varying weather conditions. The Property Appraiser’s policy restricts all forms of smoking including e-cigarettes, vapors, and chewing tobacco.

ANNUAL SALARY RANGE: $65,000 - $80,000

Employment at the Putnam County Property Appraiser’s office is on an “at-will” basis. It may be terminated at any time, with or without cause by either the employee or the employer.
